Appendix 10: List of Recommendations
Recommendation 1: • That the Mission Statement for Varsity Athletics (Appendix 4) be considered for approval by the Senior Executive Committee IMMEDIATELY to facilitate the recruitment process for a Director of Athletics, an essential component in whichever reporting option is selected for Varsity Athletics. The Mission Statement should dictate the type of person required to serve as a Director of Athletics at Memorial University. Recommendation 2: • It is recommended further and it is imperative that Memorial University communicate this Mission Statement to all stakeholders involved in the Varsity Athletics Program.
Appendix 4:MISSION STATEMENT FOR MEMORIAL UNIVERSITY SEA-HAWKS INTERUNIVERSITY ATHLETIC PROGRAM The School of Human Kinetics and Recreation, through its interuniversity athletic program recognizes that the administration and student-athletes are committed to the pursuit of academic and athletic excellence. The athletic experience enables our students to participate in regional and national, equitable competitive sport experiences that are subject to both university academic and Canadian Interuniversity Sport stringent standards. The athletic experience provides our students the opportunity to maximize the student-life experience and consequently be instrumental in contributing to their own educational well-being and the cultural life at Memorial University of Newfoundland.
Recommendation 3: • That the Vice-President (Academic) advise the Interim Director of the School of Human Kinetics and Recreation IMMEDIATELY to make representation to the current Strategic Planning process on behalf of the Varsity Athletics Program. Recommendation 4: • That the Varsity Athletics Program become a separate division from the School of Human Kinetics and Recreation. This would result in two separate units: the Division of Varsity Athletics, and the School of Human Kinetics and Recreation.
Recommendation 5: • That, as a crucial first step, Memorial University appoint a Director of Athletics, effective not later than April 1, 2006, in accordance with established policies and procedures for administrative appointments. Recommendation 6: • That the Director of the Division of Varsity Athletics report directly to the Vice-President (Academic).
Recommendation 7: • That the Varsity Athletics Program personnel remain in the Physical Education Building, due primarily to the proximity of the training and competition facilities. In addition, this positioning will allow for socialization opportunities for all those whose offices are in the building, and who have physical activity as a medium of professional interest. This may lead to collaboration in professional matters that are of common interest. Recommendation 8: • The University entertain the concept of having all units involved with the programs of physical activity within one “umbrella model”. This division would include the School of Human Kinetics and Recreation, the Division of Varsity Athletics, and MURC, and would report to its own Dean or appropriate senior executive position. This umbrella model is to be in place not later than April 2010.
Recommendation 9: • That the Service Program Coordinator/Coordinator of Varsity Athletics and the Interim Director of the School of Human Kinetics and Recreation, in consultation with the appropriate university units, determine the specific physical space requirements for the Division. Recommendation 10: • That the University ensure that the next Capital Campaign include suitable space and facilities requirements for all physical activity programs including space requirements for the recommended Varsity Athletics program. These additions should be coordinated with the needs of the academic program and the needs of the Memorial University Recreation Complex (MURC).
Recommendation 11: • That the Memorial University Recreation Complex (MURC) be approached with a view to adding the Director of Athletics to the MURC Board of Directors as an additional University representative or that the School of Human Kinetics and Recreation allocate one of its positions on the Board to the Director of Athletics. Recommendation 12: • That the title of the current Service Program Coordinator be changed to Coordinator of Varsity Athletics to more accurately reflect the duties of the position.
Recommendation 13: • That full-time coaches for each of the two volleyball teams be appointed, effective June 1, 2006. Recommendation 14: • That the following staff appointments be made in accordance with the proposed time line: (a) a Development Officer, April 1, 2007; (b) a Media/Marketing Manager, April 1, 2008.
Recommendation 15: • That the Service Program Coordinator and the Administrative Staff Specialist in the School of Human Kinetics and Recreation consult with the Financial Services unit of the university to determine the exact budget for varsity athletics for the 2005-06 fiscal year. Following this procedure, financial resources need to be provided to allow for the evolution of the model for the Varsity Athletics Program proposed by this report. The Interim Director of the School should also guide this process. Recommendation 16: • That the Varsity Athletics Program be provided with a separate budget to be administered by the Director of Athletics.
Recommendation 17: • That the university operating budget continue to provide funding at the 90 percent level for the duration of the development of the Five-Year Model. Recommendation 18: • That the Director of Athletics consult with the appropriate university units, including MURC and MUNSU, to examine the possibility of an increase in the student recreation fee or the establishment of a new fee for the Varsity Athletics Program.
Recommendation 19: • That the Director of Athletics and the Director of MURC work closely together to ensure that the financial benefits to the Varsity Program be maximized. Recommendation 20: • That MURC declare as early as possible, preferably early in the overall university budget planning process of the year in question, the availability and the amount of the Special Events Fund.
Recommendation 21: • That Student Affairs and Services develop policies, procedures, and criteria surrounding the administration of this Special Events Fund (Recommendation 20) and that these be made available to all stakeholders. Recommendation 22: • That the Director of Athletics work with Student Affairs and Services to guarantee that the Varsity program receives its fair share of the benefits of the Special Events Fund.
Recommendation 23: • That the Director of Athletics, in consultation with coaches and athletes, investigate the possible implementation of student-athlete fees at Memorial by studying similar programs at other CIS universities.
