How to get Environmental Clearance for a Steel Plant: Proponent’s Key Considerations As a Project Proponent for Steel plants, you must know that the first step in establishing a steel plant is to choose the right site for the smooth running of the project in the long run. So, you’ll need to follow specific guidelines. Things a Project Proponent Should Keep in Mind When Obtaining Environmental Clearance for their Steel Plant
1) Your site should be more than 1 kilometre from any habitation or river. Additionally, you should avoid sanctuaries, national parks, tiger reserves, or elephant corridors within a 10 KM radius, and no reserve or protected forests should be within a 1 KM radius. You should also avoid eco-sensitive zones and prime agricultural lands. 2)The next step is to get the necessary Environmental Clearance. First, you need to identify which category your project falls under. You must know that environmental clearance is divided into two categories. Category A and Category B. Category A projects require clearance at the central level (MoEF&CC), while Category B projects require clearance at the state level (SEIAA). To apply, you must submit Part A, Part B on Parivesh 2.0 portal, and then submit the Draft Environmental Impact Assessment (EIA) report to SPCB (State Pollution Control Board), conduct the Public Hearing and then submit Part C on Parivesh 2.0 portal along with the Final Environmental Impact Assessment (EIA) report before final appraisal by the Expert Appraisal Committee/ State Expert Appraisal Committee. Your EIA report shall include details about the project, its environmental impact, and proposed mitigation measures.
3)Your next priority should be the preparation of a report on the De-carbonization program. As per MoEFCC TOR requirement for the Industry-1 sector (Steel & Metallurgical Industries), it is mandatory to include a report on the Decarbonization program/ Carbon Footprint of the proposed expansion or a green field project in the EIA Report. This report shall also include the proposed strategy for the mitigation of GHG emissions. The following is the MoEFCC TOR requirement
“The project proponent shall submit a study report on the De-carbonization program, which would essentially include carbon emissions, carbon budgeting/ balancing, carbon sequestration activities and carbon capture, use and storage after offsetting strategies. Further, the report shall also contain a time-bound action plan to reduce the carbon intensity of its operations and supply chains, energy transition pathway from fossil fuels to renewable energy etc. All these activities/ assessments should be measurable and monitorable with defined time frames.” Lastly, to avoid any delays in the environmental clearance process, apply for all the required obligatory clearances from relevant authorities well in advance.
