SOCIAL PARTNERSHIP IN MENTAL HEALTH – EAST LEARNS FROM EAST
Mental Disability Program Goals • To raise awareness on mental disability issues through Mass Media, roundtables, exhibitions etc.; • To advocate the program to representatives from multiple stakeholder groups; • To establish a network of people interested in MD issues in Armenia.
Needs • There was a great need to learn from the experience of other countries; • To find out obstacles from NGO’s and Government perspective; • Mutually try to find the possible solutions; • To exchange the ideas regarding allocation of state funds in NGO sector in the field of Mental Health
Project Goal The main objective of this project To organize 3-days Conference in Yerevan with participation of representatives of leading NGOs from CIS countries and Eastern and Central Europe, also Armenian participants-representatives of mental health NGOs and governmental agencies from Yerevan and other regions.
Conference participants • 14 representatives of leading NGOs from CIS countries and Eastern and Central Europe participated in the conference. • 30 Armenian participants-representatives of mental health NGOs and governmental agencies from Yerevan and other regions.
Conference phases • Preparation; • Three plenary sessions and presentations; • Follow up
Plenary sessions and Presentations Focused on the mechanisms of allocation of state funds to the NGOs for providing mental health services. • Social Partnership in the field of mental health; • Governmental policy in the field of mental disability; • The role of NGO in advocacy
Presentations • Lithuanian experience of users’ involvement in provision of community based services; • The work of the Ministry of Social Welfare of Armenia regarding Social Partnership in mental health; • Situation of children with disabilities in Armenia; • Mental Health environment in Mongolia; • Analysis of development of Estonian mental Health Policy from 1998 till 2003; • Mental Health services and Mental Health Policy in Czech Republic in general; • The Romanian National Strategy.
Follow-up Establishment of on-line forum at web-site for participants of four countries • To share the information, news, developments; • To join in open discussions on how knowledge • gained are being implemented; • To define progress and obstacles.
Priorities • The importance of further continuation of the initiative to find effective solutions based on best practices; • Organizing Public awareness campaigns; • Building coalitions; • Cooperating with Ministry of Welfare, Ministry • of Health , Municipality and local authorities; • Organizing trainings for physicians, nurses • working in the field.
Results • The conference provided an opportunity to learn from the experience both NGOs and Government perspective; • Participationof 50 representatives of local and international NGOs, government officials, governmental agencies, users, ex-users, and family members in Open Policy Forum on collaboration in mental health in July 2003; • Organizing local policy forum to bring together key people and organizations to initiate actions in improving mental health.
Results • Negotiations about exchange visits between Municipality of Vilnius and Municipality of Yerevan was discussed. • The conference was covered by different newspapers and broadcasted on 3 TV channels.
