Air Force- and Army-specific unit movements

Goal:
Communication among all affected stakeholders and local community
Coordination and support to numerous program/project managers
Integration of all military phases of BRAC and non-BRAC actions in San Antonio
Key Players: Community leaders, military commanders, and program managers at all levels
11. What is the Purpose of the San Antonio Integration Office? Initially established to orchestrate the integration of the implementation of the BRAC 2005 Medical Joint Cross-Service Group actions in San Antonio (Commission Recommendations 169, 170, 172, and 174).
Support the management and integration of implementation actions to comply with BRAC law, and employ the most efficient and cost-effective ways possible, such that execution:
Does not jeopardize or diminish the quality or level of healthcare delivery to the active military or TRICARE populations
Transforms the delivery of officer and enlisted medic training without interrupting the pipeline of medics available for active duty
Maintains the quality and availability of graduate medical training
Ensures program transparency and integrity
Incorporate Joint Base Recommendation 146 into integration framework
Incorporate other BRAC actions taking place in San Antonio

14. BRAC Recommendation #146 directs the transfer of installation management functions from Fort Sam Houston, Randolph AFB and Lackland AFB to a newly formed Joint Base San Antonio under a Joint Base Command for execution of all base operating support for the three installations.
The Air Force was directed to be the Executive Agent for this action in San Antonio
Air Education and Training Command (AETC) was designated by the Air Force to be the supporting command
AF and AETC plan to appoint a general officer to be the Joint Base Commander (JBC) with the JBC organizationally aligned under the AETC Commander
Will look like an ABW structure although called a Joint Base Command with groups/garrison structures at each base reporting to JBC
Currently awaiting final Joint Base Implementation Guidance (JBIG) from OSD to continue work toward consolidation of functions to gain efficiencies under an MOA
Our plan is to create a Joint Base Implementation Office (JBIO) to effect these actions and bring Joint Basing under our San Antonio Integration Office umbrella to efficiently integrate the initiative with all other BRAC actions and leverage our Executive Integration Oversight Board infrastructure which will be discussed later

18. Key elements of SAIO CharterSAIO Responsibilities San Antonio Integration Office is responsible for:
Integrating, synchronizing and coordinating activities necessary to implement the relevant BRAC program actions
Documenting relevant numbered recommendation projects into an integrated master project plan
Mapping and tracking relevant projects within a single integrated BRAC work breakdown structure
Integrating the portfolio of projects under the purview of the EIOB
Cost, schedule/constraint integration, communication, reporting and risk/issue management
Overseeing receipt and distribution of all BRAC funds in accordance with approved business plans, program plans (PPlans) and implementation plans
19. Key elements of SAIO CharterSAIO Responsibilities (Cont.) In addition, the San Antonio Integration Office will:
Serve as the integrator of BRAC-related activities that include clinical and non-clinical MILCON, and other related activities
Identify issues and facilitate a resolution at the lowest level (as determined by the EIOB)
Provide routine reports and briefings through AETC and the EIOB on program progress
Assist in development and forwarding of budget and program requirements to oversight bodies and higher headquarters as required
Coordinate the issuing of clinical and non-clinical Design Instructions for all related BRAC MILCON projects in San Antonio
