Slide 2:Mission of RMTC Formed in 2002 as a 501 (c) (3) charitable organization
To develop, promote and coordinate, at the national level, policies, research and educational programs that seek to:
ensure fairness and integrity of racing
ensure the health and safety of racehorses and participants
protect the interests of the racing public
RMTC was formed coming out of the 2001 AAEP Medication Summit at this Symposium.
Our primary focus is uniformity of in the regulation medication and drug testing on a national level.

Many of these stakeholders stepped up to the plate to provide funding to start and maintain RMTC financially.
We have raised nearly $3.7 million since we began, and will raise right at $900,000 this year from industry organizations, race tracks, horsemen’s groups and individuals from all racing breeds.
While the research we conduct is expensive, and the Executive Director, Dr. Scot Waterman travels extensively to further RMTC initiatives, we are frugal, and have over $1.2 million in reserves.
The original goal to RMTC’s founding organizations was to have long-term funding of $5 per starts from horsemen and tracks which would raise nearly $8,000,000 per year, we have settled on $1 per start.

*Our most recent focus has been threshold levels and withdrawal times for the therapeutic medications like clenbuterol, lidocaine, mepivacaine and others that cause most of our positive lab results, and of course trying to establish levels and withdrawal times for anabolic steroids in blood plasma.
*Now that anabolic steroid regulation is well underway at the state level, the RMTC Board has decided to review and research the use of cortico-steroids to develop recommendations for model rules to regulate their use.
*We also continue to request confiscated unknowns and even purchase some through informants and the TRPB from the backside we can send to the major labs for testing.

Class A – Illegal, not approved, significant performance enhancement
Lifetime:
1st Offense – Minimum 1 year & $ 10,000 Maximum 3 year & $ 25,000
3rd Offense – Minimum 5 year & $ 50,000 Maximum 10 year & $ 100,000
Veterinarians, owners, other culpable licensees and horses can be suspended.

Our intent was more severe penalties for prohibited drugs and practices and a significant differentiation between these performance enhancers and the therapeutic medication overages that account for more than 90% of our positive lab reports.

The potential of the drug(s) to influence a horse’s racing performance;
The legal availability of the drug;
Whether there is reason to believe the responsible party knew of the administration of the drug or intentionally administered the drug ;
The steps taken by the trainer to safeguard the horse;

The purse of the race;
Whether the drug found was one for which the horse was receiving a treatment as determined by the Medication Report Form;
Whether there was any suspicious betting pattern in the race, and;
Whether the licensed trainer was acting under the advice of a licensed veterinarian.
