  1. Declaration of Major Eric A. Brooks GAO Bid Protest B-411489 I, Major Eric A. Brooks, declare as follows, pursuant to 28 U.S.C. § 1746; 1. I currently serve as a Contracting Officer at Army Contracting Command-Kuwait. Since April 11, 2015, when Mr. Elmore departed Kuwait for study in the United States, I have been the Contracting Officer for Solicitation No. W912D1-15-R-0014, currently under GAO protest by Latvian Connections LLC. 2. I did not receive any quotations from Latvian Connections LLC in response to either the initial solicitation or Amendment 0004 to Solicitation W912D1-15-R-0014 for Canopy Sunshades. Amendment 0004 clearly notified all interested sources that I had replaced Mr. Elmore as Contracting Officer. I received responses from 5 other offerors in response to the solicitation amendment. I have read the foregoing declaration. I declare under penalty of perjury under the laws of the United States of America that it is true and correct to the best of my knowledge and belief.
