Current Projects • e-Pacifika Pacific Sub-Regional Project (facilitation of development National ICT Strategies for 14 countries) • Telecommunication Sector Governance Project (ended Dec. 2003) • JICA PFnet Impact Research Project executed by Univ. South Pacific, UNDP, PFnet/RDVA Upcoming: PFnet Replica Project Papua New Guinea, Vanuatu, Solomon Islands
e-Pacifika (Nat. ICT strategies) • Partnership with BBC WS Trust, UNESCO (ICTs and MDGs): feeds into Nat. ICT Strategies • Solomon Islands ICT Strategy Roadmap • +: Palau, Samoa, Fiji • +/-: Federated States Micronesia, Marshall Islands, Niue • ?: Tonga, Cook Islands, Tuvalu • Future: PNG, Samoa, Solomon Islands, Kiribati/Vanuatu, • Unknown: Nauru
Ideas/Under Development • Solomons: Pilot Peace Building Project in former conflict area involving PFnet • Solomons: PFnet for Police Posts project • Kiribati/Tuvalu: Outer island development incl. PFnet • e-Pacifika->Fiji: Billboards for ICT Awareness with ISP Provider/National ICT Council
Some Successes • ICTD established in UNDP Fiji MCO • PFnet proven model since 2001: • PFnet WSIS Best Practice in ICT4D in 2003 • Finalist Stockholm Challenge 2002 and 2003/2004 • Finalist 2002 ICT Stories Competition • PFnet project is UNDP Asia Pacific Best Practice • Current JICA Research (multi-bi) • PFnet UN TV Video • SOI ICT Workshop Report Published incl. methodology for ICTD Strategy Development • e-Pacifika partnership with UNESCO, possibly UNESCAP re BBC proposal • Publicity: CNN, Pacific Islands Business, various radio, magazines, newspapers
Lessons Learnt • Networking and partnership building • Networking within UNDP crucial (f.e. POWII) • Evaluation of ICTD projects is crucial: builds trust and credibility • In Pacific grassroots projects can spark the policy process (cause: lack of awareness ICTD) • Start very small →show results → grow bigger • ICTD ‘Mainstreaming’: start with others, then yourself • National projects more effective than (sub) -regional ones? Less efficient however?
Food for Thought • Do island/small countries need separate national ICT strategies? • Bad governance -> development does not trickle down? -> focus on Grassroots and private sector?
