Issues We Like to Address • AMC Channel Sequence Listing and APOD Assoc Plan • Route Plans • CCP and BBPs • TAC2 Line 3 and 4 Data
Consolidation and Containerization Points (CCPs) and Breakbulk Points (BBPs)
Definitions: • Consolidation and Containerization Point (CCP): “Consolidates shipments on an air pallet or containerized shipment in a SEAVAN container for transportation overseas.” (DTR Part II Definitions #94. Page II-xli) • Breakbulk Point (BBP): “A transshipping activity to which unitized shipments for various consignees are consigned and from which the shipments are distributed as separate shipment units to the ultimate consignee.” (DTR Part II Definitions -#49. Page II-xxxvii)
The Problem: DoDAAC owners are using the DoDAAC of the CCP in BBP field to designate the CCP DoDAAC. • For example, the New Cumberland CCP (101) support activities in EUCOM, CENTCOM and SOUTHCOM. In the 3 AORs there are approximately 24,195 DoDAACs. • 16,629 DoDAACs show BBP=W25N14 • 216 DoDAACs show CCP=101 • 206 DoDAACs show CCP=101 and BBP=W25N14

Of the 33,683 DoDAACs listed under the 4 AORs, 21,063 show W25N14 or W62N2A (CCPs) as their “Breakbulk Point” (BBP) That means 12,620 DoDAACs show other than W25N14 or W62N2A as their “Breakbulk Point” (BBP)
Afghanistan APODs Activities with APOD=OA1 Bagram, AF
OBSERVATIONS:The underlying spreadsheet of DoD Activities (DoDAAC Detail) in Afghanistan reveals: - 20 activities located in Afghanistan have no APOD assigned. - 223 activities located in Kabul, AF whose aerial port code is KBL receive air cargo support thru APOD = OA1 (Bagram, AF). Use of OA1 vs. KBL masks actual ultimate destination of cargo and increases workload to transship materiel intra-theater. APOD = KBL is in the APOD association plan and would get routed to OA1 automatically. - 244 activities located in Khowst, AF whose aerial port code is KHT receive air cargo support thru APOD = OA1 (Bagram, AF). Use of OA1 vs. KHT masks actual ultimate destination of cargo and increases workload to transship materiel intra-theater. APOD = KHT is in the APOD association plan and would get routed to OA1 automatically. If the association plan is not to be used, perhaps it should be eliminated. - w91mbw located in Kandahar, AF receives air cargo support thru APOD = or9 (Balad, IQ). - ws1d30 located in Kabul, AF receives air cargo support thru APOD = pew (Peshawar, PK) - w91w9g located in Khowst, AF receives air cargo support thru APOD = o2r (Tikrit, IQ) - w917w4 located in Khowst, AF receives air cargo support thru APOD = fru (Manas-Bishkek, KG) By updating or correcting the APOD associated with DoDAACs, distribution would be improved and support to accomplish it could be reduced.

Where do we go from here? • Establish working group with POCs from each Service plus GSA, DAAS and DLA to: • Develop guidelines for lines 1, 2, 3 and 4 of the TAC2 address...with emphasis on filling all four lines so that the city location and country always appear on line 4. • Establish new guidance for use of CCP codes and DoDAACs in BBP fields. Eliminate W25N14 and W62N2A as possible BBPs. • Standardize Route Plans. • Your idea(s) goes here.
