The Background • Brics countries with potential to change world order economically and politically. • Brics countries with similar problems and similar opportunities. • Lateral communication as supplement/complement to dominant vertical centre-periphery communication. • Innovation perspective promotes movement toward open society in BRICS.
The Context • The globalising learning economy – • increases the importance of building innovation capability and competence. • increases global and regional differences in income. • New national, global and regional policies and institutions are needed to counteract this polarizing tendency.
The Purpose • To strengthen innovation research in Brics countries • To understand Brics’ innovation systems and especially how innovation activities affect socio-economic performance by comparing the five countries. • To understand globalisation as it is shaped by the evolution of Brics-countries • To promote policy learning across BRICS countries.
The Method • Bringing together already existing information and knowledge in a comparative perspective. • Initiate new parallel research where important knowledge is lacking. • Work out outline of a final report covering the central issues.
The Organisation • Five self sustained national projects • Fixed set of central issues – follow up of Background paper and Menu of other issues • Openness to new ideas for BRICS research • Moving Circus – meeting at globelics conferences (Fall) and at nationally organised workshop (Spring).
The Innovation System • The core • firms, finance and knowledge institution in the creation, diffusion and use of all kinds of knowledge. • The wider setting • Position in the world economic order and macro-economic regime • Institutions distributing the costs and benefits of change • Other institutions shaping people (education, labour markets as well as learning organisations)
The Core of the NSI • The STI-system and STI-policies • The DUI-dimension – learning by doing, using and interacting. • Innovation in High Tech, Low Tech and Services
The Wider Setting • Positioning in the world economy • Growth patterns and structural change • Institutions shaping people
Workshop with emphasis on work • Some basic rules for presentations: • End up with implications for future work – point to what we need to learn in the project in the future work • Do not talk too long - Leave room for discussion
