Purpose of the SEA • The SEA is carried out for the decision how to improve access to Madrid by road • In particular to identify the best corridors for new infrastructure: • the ring around the city • four of the eight major roads into the city

Design of the process • Establish a departure point: • future scenario is basis for all alternatives • coordination with other sectors: • SEA led by coordination group in Helsinki council • group required to work with other organisations • revision of transport plan linked to revision of land use plan • public participation: • throughout the process • public consultation • working groups • interest groups • press analysis
Alternatives The SEA considered three alternatives: • the existing plan (baseline scenario) • emphasis on development of private vehicle traffic • emphasis on development of public transport
