  5. Agenda Item 1.5 - (3) • ENG/OB/BAS/SAP/SAB (see Rep. ITU-R BT.2069) • Electronic news gathering (ENG): the collection of video and/or sound material without the use of film or tape recorder, using small, often handheld, electronic cameras and/or microphones with radio links to the news room and/or to the portable tape or other recorders. • Outside broadcasting (OB): the temporary provision of programme making facilities at the location of ongoing news, sport or other events, lasting from a few hours to several weeks. (generally planned in advance) • Services ancillary to programme making (SAP): the activities carried out in the making of “programmes”, such as film making, advertisements, corporate videos, concerts, theatre and similar activities not initially meant for broadcasting to general public • Services ancillary to broadcasting (SAB): the activities of broadcast service companies carried out in the production of their programme material. * In some parts of the world SAB is referred to as BAS.

Agenda Item 1.5 - (4) • Further studies identified by ITU-R WP5C (see Doc 6/6, 6D/3, 6G/10, 6X/3) 1) User requirements a) public safety, disaster relief and national security aspects of ENG and TVOB as they are related to public protection and disaster relief; b) operational characteristics of terrestrial television outside broadcast (TVOB), ENG and electronic field production (EFP)equipment similar to the mobile service; c) other characteristics of national applications for ENG; d) migration from analogue to digital ENG and TVOB systems; e) channel bandwidth required for transmission of digital ENG; f) extent to which ENG operations are bidirectional point-to-point, involve one or more one-way transmissions; g) extent to which ENG operations are fixed, nomadic or mobile; h) types of feeder and distribution link requirements to fixed and/or network access points.

Agenda Item 1.5 - (5) 2) Transmission a) antenna characteristics for ENG applications; • impact of multi-path effects on ENG; • factors which influence ENG operations avoiding obstacles on the ground and possibility of movement during operations where the receiving antenna is airborne or mounted on a vehicle. 3) Spectrum usage a) information on their frequency bands used or planned; b) studies required on channel bandwidth for digital ENG; c) guard band requirements for electronic news gathering; d) difficulties in mitigating interference to ENG largely brought about by the new uses for spectrum which make for difficult situations such as the new wireless applications; e) frequency bands where some administrations operate TVOB, ENG and EFPequipment andsystems under mobile service allocations; f) what frequency bands are required for harmonization of spectrum usage for ENG and TVOB systems; • identification of a limited number of bands where spectrum harmonization for ENG and TVOB may be warranted on a global basis.

Agenda Item 1.8 - (4) • Resolution 731 (WRC-2000) : Consideration by a future competent world radiocommunication conference of issues dealing with sharing and adjacent-band compatibility between passive and active services above 71 GHz resolves • to consider the results of ITU-R studies with a view to revising the Radio Regulations, as appropriate, in order to accommodate the emerging requirements of active services, taking into account the requirements of the passive services, in bands above 71 GHz, Invites ITU-R • to continue its studies to determine if and under what conditions sharing is possible between active and passive services in the bands above 71 GHz, such as, but not limited to, 100‑102 GHz, 116‑122.25 GHz, 148.5‑151.5 GHz, 174.8‑191.8 GHz, 226‑231.5 GHz and 235‑238 GHz; • to study means of avoiding adjacent-band interference from space services (down­links) into radio astronomy bands above 71 GHz; • to take into account the principles of burden-sharing to the extent practicable in their studies; • to complete the necessary studies when the technical characteristics of the active services in these bands are known; • to develop Recommendations specifying sharing criteria for those bands where sharing is feasible,

Agenda Item 1.8 - (5) • Resolution 732 (WRC-2000) : Consideration by a future competent world radiocommunication conference of issues dealing with sharing between active services above 71 GHz resolves • to consider the results of ITU-R studies with a view to revising the Radio Regulations, as appropriate, in order to accommodate the emerging requirements of active services, taking into account the requirements of the passive services, in bands above 71 GHz, Invites ITU-R • that appropriate measures should be taken to meet the spectrum requirements for active services for which the technology will be commercially available at a later time; • that sharing criteria be developed for co-primary active services in bands above 71 GHz; • that the sharing criteria developed should form the basis for a review of active service allocations above 71 GHz at a future competent conference, if necessary,

Agenda Item 1.17 - (3) • New identification for IMT • Region 1: 790-960 MHz (5.317A) The use of 790-862 MHz from 2015 (5.XXX) • Region 2: 698-960 MHz (5.317A) • Region 3: 790-960 MHz (5.317A) Extended band in 9 countries: 698-790 MHz (5.YYY) MOD 5.317A Those parts of the band 698-960 MHz in Region 2 and the band 790-960 MHz in Regions 1 and 3 which are allocated to the mobile service on a primary basis are identified for use by administrations wishing to implement International Mobile Telecommunications (IMT) See Resolution 224 (Rev.WRC-07) and Resolution 749[COM4/13] (WRC-07). This identification does not preclude the use of these bands by any application of the services to which they are allocated and does not establish priority in the Radio Regulations.

Agenda Item 1.17 - (4) ADD 5.XXX In Region 1, the allocation to the mobile, except aeronautical mobile, service on a primary basis in the frequency band 790-862 MHz shall come into effect from 17 June 2015 and shall be subject to agreement obtained under No. 9.21 with respect to the aeronautical radionavigation service in countries mentioned in No. 5.312. For countries party to the GE06 Agreement, the use of stations of the mobile service is also subject to the successful application of the procedures of that Agreement. Resolution 224 (Rev.WRC-07) and Resolution 749[COM4/13] (Rev.WRC-07) shall apply. ADD 5.YYYThe band, or portions of the band 698-790MHz, in Bangladesh, China, Korea (Rep. of), India, Japan, New Zealand, Papua New Guinea, Philippines and Singapore are identified for use by these administrations wishing to implement IMT. This identification does not preclude the use of these bands by any application of the services to which they are allocated and does not establish priority in the Radio Regulations. In China, the use of IMT in this band will not start until 2015.

Agenda Item 1.20 - (4) • Recent ITU-R SG 5 activities • Noted that system characteristics for HAPS gateway links in the 5 850 – 7 075 MHz band need to be developed. • Sent a liaison statement to Working Party 4A (contributing group for this agenda item) to ask for information on the technical and operational characteristics of FSS systems operating in the band above for use in sharing studies involving FSS and HAPS gateway links systems • Deleted two ITU-R Questions related to HAPS issue (Iran and Syria proposed) • Question ITU-R 212-2/9, “System characteristics and frequency bands for fixed service systems utilizing high altitude platform stations” • Question ITU-R 218-1/9, “Frequency sharing criteria for systems in the fixed service using high altitude platform stations and systems in the fixed-satellite service”

Agenda Item 1.22 - (3) • Resolution 953[COM6/4] (WRC-2007): Protection of radiocommunication services from emissions by short-range radio devices • Resolves • that, to ensure that radiocommunication services are adequately protected, further studies are required on the emissions from SRDs, inside and outside the frequency bands designated in the Radio Regulations for ISM applications. • invites ITU‑R • to study emissions from SRDs, in particular RFIDs, inside and outside the frequency bands designated in the Radio Regulations for ISM applications to ensure adequate protection of radiocommunication services.
