Background • Government policy is to link skills with employment in a more effective way. • It began with the skills strategy and the Leitch Report and Implementation Plan have made this higher profile. • LSC is committed to integrating skills with sustainable employment • LSC is committed to engaging with our partners on a range of pilots and activities that link skills to employment • Skills for jobs will now form part of the London LSC offer

  3. Pre-employment training…. • Short, job specific and more responsive to employer needs and flexible in duration • Delivered broadly under the skills for jobs umbrella • Closer working with Jobcentre Plus regionally and locally • Progression opportunities into Train to Gain and sustainable employment

  4. LSC main target groups under skills for jobs… • Low skilled adults [19+] not currently in employment, without a level2 qualification who want to work • We will prioritise groups facing specific barriers and disadvantage reflecting local and sub-regional needs- lone parents, IB customers, BME, over 50’s • opportunity to engage low skilled adults who are not working and support them into both employment and continued up-skilling, particularly Train to Gain, apprenticeships and part-time further education opportunities

Skills for jobs • Funding is not based on GLH but as follows: • Engagement activity • Job entry (within 6 weeks on leaving programme) • Sustainable job outcomes (>13 weeks) • Funding of provision as follows: • 50% on engagement • 25% on job entry • 25% on sustained job outcome Based on a unit cost of £1500 per individual engagement – some bespoke specifications have additional learner support funds to increase the unit cost

  6. In addition we are looking to fund… • 5 bespoke skills for jobs programmes: • Homelessness adults; • Offenders & ex-offenders in the community; • ESOL for professionals; • LLDD; • LEP

  7. The LondonApproach… • JCP districts have LEP job outcome targets • National assumption that 50% of those placed into employment will require pre-employment training • National assumption that LSC will fund 50% of all LEP pre-employment provision • In London this equates to approx 13,100 into sustainable employment and 6700 LSC funded pre-employment training opportunities • Early activities with LW and JCP inc Westfield Retail Park

Priority Groups • Low skilled adults not currently in employment, primarily without a level 2 qualification who want to work • Groups facing specific barriers and disadvantage reflecting local and sub-regional needs- lone parents, IB customers, BAME, over 50’s • LEPs and skills for jobs provision is an excellent opportunity to engage low skilled adults who are not working and support them into both employment and continued up-skilling, particularly Train to Gain, apprenticeships and part-time further education opportunities

The groups breakdown for London • Priority Group 1 - Jobless Lone Parents Customers participating in New Deal for Disabled People or in receipt of an inactive benefit* due to a health condition or disability Other inactive benefit customers** • Priority Group 2 - Customers on JSA New Deals (ND 50 plus, ND 25 plus and ND for Young People) New Deal for Partners and partner WFIs Employment Zones (for ND 25 plus and ND for Young People returner customers)

Priority Group 3 - Customers claiming JSA for under 6 months • Priority Group 4 - Unemployed customers not claiming benefits • Disadvantaged Group Ward - Local authority wards that have over 3 times the national proportion of residents from an ethnic minority background, and 1.5 times the national unemployment rate.

  11. Disadvantaged Area Ward - Local authority wards that have a benefit claim rate of 25% or above and wards in the 10 Local Authority Districts with the lowest employment rates which have benefit claim rates between 20% and 25%

Geography • LEPs - specifications refer to meeting 6 JCP districts needs as set out in the ITT; • Homelessness – can be delivered sub-regionally or pan-London priority boroughs listed; • Offenders/ex-offenders – pan-London projects; • ESOL for professionals – pan-London projects; • LLDD – pan-London projects;

  13. Priority sectors • Key sectors under all specifications are: • Transport; • Health • Social care; • Retail; • Construction/built environment; • Hospitality; • Childcare; • Security; • Customer service/business admin

  14. Impact and outcomes • Engagement – at least one substantial activity of skills for jobs as defined in their personal skills/job plan • Entry to employment -16 hours per week within 6 weeks of leaving the training activity • Sustainable job-outcome for 13 weeks or more • Progression into further learning (TtG)
