What is IACRA? IACRA, the Integrated Airman Certification and/or Rating Application, is a web-based application that uses online validation and digital signatures to verify the output data. Upon successful completion of the file, the Registry issues applicants a permanent airman certificate.

Required Software • Only a Web browser and Adobe Acrobat Reader are required for users to access the application • Separation of User Interface from Business Logic and Data Access makes IACRA quick and efficient to use
Digital Signature Integration • The FAA uses digital signature technology in the conduct of secure electronic commerce with its customers in the aviation industry and the public. • IACRA is intended to be a paperless system in order to comply with the Government Paper Elimination Act (GPEA).
Digital Signature Integration • A digital signature is a unique “stamp” on an electronic document showing that a specific person signed the file. A digital signature is just as legally binding as a person’s handwritten signature on paper. Using private/public key pairs and cryptography techniques provide strong assurance of signature authenticity and file integrity. The security associated with digital signature means the recipient can: • Confidently verify the signature(s) on the document • Confirm that the document has not been altered in any way since it was signed • Signer cannot deny signing the document (This is called “non-repudiation.”) • Digital signatures are the key to making IACRA successful.
IACRA Application Walkthrough The following screen shot walkthrough shows how IACRA is used when a typical applicant registers. This walkthrough shows the following: • An applicant registering with IACRA • A Recommending Instructor(RI) registering with IACRA • You, the DPE, registering with IACRA • An applicant filling out the application • The RI selecting the application and adding a digital signature • The applicant digitally signing the application
Transition At this point, the Applicant Registration is complete and has generated a FAA Tracking Number (FTN) for the applicant. The Recommending Instructor must now register (though in reality, the RI could have registered long before or even after the applicant). The RI registration is far less complex than the applicant registration. This is due to the validation process IACRA uses to ensure that the data requested from the RI at registration is validated in national FAA databases as being accurate and current.

Transition Now that all of the participating parties have registered, the process starts with the applicant filling out an IACRA application.
