Involvement in Innovative Clean Transit Regulation • Led negotiation with ARB on behalf of the transit industry • Focused our advocacy efforts on the following provisions: • Benchmarking & Regulatory Assessment • ZEB Purchase Mandate Schedule • Waiver for Early Compliance • Definition of Small vs. Large Agencies • Access to Incentive Funding • Excluded Buses

  3. Support for ICT Regulation Implementation

  4. Established a “Brain Trust” • Formally, a new ZEB Task Force • Chaired by Doran Barnes, Executive Director of Foothill Transit • Comprised of 25 Association members, including: • Transit agencies • OEMs • Consultancies • Technology Providers

  6. Aimed at Addressing Barriers to Electrification

Capital Costs Current Actions: • Vehicles • Pursuing ongoing appropriation for ZEBs-HVIP (Legislature) • Pursuing sales tax exemption for ZEBs (Legislature) • Working on statewide master contract for ZEBs (DGS) • Infrastructure • Pursuing additional funding for make-ready infrastructure, hydrogen refueling, subsidies for EVSEs (CPUC) • Advising on development of TEF (CPUC) • Pursuing funding for large-scale infrastructure development (CEC) Past Actions: • Vehicles • Helped secure $305 million for ZEBs-HVIP, including one-time earmark (Legislature) • Helped secure $130 million for ZEBs from VW settlement (ARB) • Secured legislation to ease purchase of ZEBs w/LCTOP • Infrastructure • Helped secure $52.5 million-$227.7 million for make-ready infrastructure, subsidies for EVSEs (CPUC)

Operating Costs Current Actions: • Electricity Rates • Urging adoption of PGE’s commercial EV rate (CPUC) • Urging continued review of performance of new and proposed rates (CPUC) • Urging development of transit-specific rates, supporting submetering (CPUC) • Urging inclusion of peak-shaving technologies in infrastructure investments • Advising on development of TEF, specifically rate design principles for transit (CPUC) Past Actions: • Electricity Rates • Commissioned cost study, transit-specific rate design recommendations (Internal) • Compelled introduction of new rate designs, benefitting transit agencies (CPUC)

  9. Workforce Training • Beginning to examine the Association’s role • Will seek to leverage the West Coast Center of Excellence (SunLine) and Southern California Regional Transit Training Consortium, support their efforts

What We’ve Done Already • Hosted Association-ARB Webinar on Requirements of ICT Regulation (January 31) • Co-Hosted 2019 ZEB Technology Showcase and Symposium, alongside ARB and AVTA (February 6-7) • Included session tracks on: Starting a ZEB Project; Fuel Costs; Funding Opportunities; Scaling Up Infrastructure; Workforce Training • Begun discussions with California Hydrogen Business Council on presenting on the benefits of hydrogen • More to come

Comprehensive Review • The ICT regulation includes a comprehensive review, conducted one year prior to the ZEB Purchase Mandate, that will examine: • Cost, performance and reliability of ZEBs • Availability of incentive funding • Infrastructure necessary to support ZEB deployment • Extent of job creation resulting from the rule • Deployment status of ZEBs and related technologies • Barriers to ZEB deployment. • We will work with the ZEB Task Force to develop a mechanism for recording data, for presentation to ARB
