Previous Structure before DPS • Submission of line item budgets to AAA • Budget Adjustments to AAA to original line item budgets • Data entry at local level • Inaccuracies of data, information reported to AAA--- resulted in incorrect data reported to funding agencies • Submission of monthly financial reports for reimbursements (SA1) • Reimbursements based on expenditures and “NOT” services provided • Lack of accountability for federal and state funds • No concept of the “costs” of delivering services • Inconsistencies among providers/vendors budgeting process • Lack of standardization • Lack of adequate services in rural communities
Direct Purchases of Service(s) Manual • Provider/Vendor In Put -32 counties ( 64 providers) • Committee Members-Providers/Vendors • Applications Solicited for committee Members from current providers/vendors • Committee Members represented –Small non-profit organizations; large non-for profit organizations; Small & Large local governments • Approximately 75% providers/vendors participated • Full Committee met 7 times • Review/Comment/Changes/ Approval by NCNMEDD Executive Board • Review by AAA Advisory Council • Presentation to funding agency –New Mexico Aging and Long Term Services Dept. • Presentation and training on manual to “all” current providers/vendors • Potential providers will receive the manual • Implement by FY 2012-2013
