The Irish Experience • No historic legacy of legislation • Main drivers for Standards and quality assurance particularly in the voluntary disability sector: • CHY No. - primarily a function of revenue • 2005 Comptroller and Auditor Generals Report “Provision of Disability Services by Non-profit Organisations” www.disability-federation.ie
Some Conclusions of Report: The changes in prospect in the disabilities sector will require a review of procurement methods, a specification of services that aligns with assessed needs of clients and mechanisms to ensure compliance with standards. www.disability-federation.ie
C&AG conclusions cont’d There is a need for greater accountability, transparency and corporate governance within the State funded non-profit sector and for clarity in the relationship between the State and the funded organisations. www.disability-federation.ie

DFI Organisation Healthcheck To assist our member organisations implement and demonstrate better governance and quality standards, DFI rolled out a quality programme. Quality Management System • DFI next undertook extensive research to identify an ‘off-the-shelf’ quality management system that could be easily supported • Having evaluated different systems DFI were impressed with the work being done by the Charities Evaluation Services in the UK around monitoring and evaluation and quality www.disability-federation.ie

PQASSO success as a standard • Only Standard developed for the Not for Profit sector, by the sector • 15,000+ organisations in the UK implementing • Adaptations in Croatia, Hungary, Spain • Presently being used by 27 organisations ROI • Further 16 more on implementation ‘journey’ • 2 organisations accredited, 2 Level 1 & 1 Level 2 • 8 – 10 organisations expect accreditation 2014 www.disability-federation.ie
