Scenario Workshop on Smart-Sustainable Cities and Communities Initiative in India • BACKGROUND • Taking into account present urban challenges in India: by 2030 (according to estimates): • will nearly double urban population (from 340 million now) • increase the number of cities with over 1 million population (42 to 68) • be required to put a large capital investment to meet demand in cities. • WHO • The Scenario Workshop in Bangalore (6th September 2013) has been organised by the Politecnico di Torino in collaboration with the Indo-Italian Chamber of Commerce & Industry* within the framework of the EBTC Project. • *Reference is made to the LEGEM Project, developed by the ICCI in collaboration with Italian Confindustria and the Indo-Italian Club for Infrastructure and Building. • >>>Scenario WS: Transition Sustainable>smart/inclusive cities. • Focus: Bangalore.
Scenario Workshop on Smart-Sustainable Cities and Communities Initiative in India THE METHODOLOGY The European Awareness Scenario Workshop is a project of the European Commission DG Enterprise aiming to: encourage public debate create a balanced relationship between society, technology and environment ensure sustainable development according to the wishes and needs of local communities. OBJECTIVES To bring together relevant stakeholders (technological experts, private-sector representatives and policy-makers) in order to discuss on key emerging issues, develop a common vision, generate new ideas and guidelines for action, policy and future initiatives to be undertaken at the various levels.

NEGATIVE/POSITIVE SCENARIO Everybody in the World is looking at Bangalore as a disaster/an example of sustainability and smartness. Decisions taken in 2013 resulted in a failure/success! What happened? 2013>>>>>>>>>>>>>>>>>>>>>>>>2025 Each participant is requested to fill a post-it note with one negative scenario that may represent a collapse of the Bangalore’ vision. Each participant is requested to fill a post-it note with one positive scenario that may represent a great success of the Bangalore’ vision and its motivation. Post-its are gathered by the facilitator and visually mapped. 3 main positive scenarios will come into view, the most determinant of the change in the future.

Scenario Workshop - Methodologyh. 12.45 Plenary Session - Visioning Groups’ results presentations and punctuation of most relevant visions obtaining strategically views. Introduction of the scenarios key features by facilitators (5 min.) Presentation of the groups Positive Scenarios (30 min.) Individuals are asked to vote the best 3 ideas/scenarios. Groups members vote for the other group ideas/scenarios. (10 min.)

PROFESSIONALS: balanced master planning A good city is where all our needs are well planned. 3. INVESTORS: energy infrastructure Technical solutions but looking at quality of life. Less pollution, less traffic, wireless, with more individual space.
キIn each group the Facilitator shows 6 ideas from the EU: 3 strategic projects and 3 innovative policies, and then asks: �in your opinion the type of projects implemented in Europe can be applicable in Bangalore?� and �In case they are, would you include them immediately in your action plan or it is not that urgent?� (LOOKING AT EUROPE) Scenario Workshop - Methodologyh. 14.30 Group session 2 - Prioritising in Theme groups Group 1: Building // Group 2: Mobility // Group 3: Infrastructure >>>>>>>>> “idea-generation”>>>what to be done>>>when (now/later) Participants are each given 6 European case-studies to be prioritise. Other 6 strategic projects or innovative policies have to be identified by the group for Bangalore and then prioritised. A large circle is drawn on the paper, divided into as many slices as there are options. Each slice is labeled with the actions already envisaged, which have to be prioritized. Participants vote for their top 2 priorities (NOW) by placing their post-it in the relevant slice. Other 2 priorities can be expressed for actions to be implemented (LATER)

LOOKING AT INDIA vision >>strategic projects and innovative policies SCENARIO (from morning session): SELF-SUFFICIENT CITY The choices are: Multimodal Public Transport in Zurich Rotterdam dedicated lanes The choices are: Strengthen public transportation & Reduce private cars Real time information on traffic and public transport

Scenario Workshop - Methodologyh. 17.00 Plenary Session - the Priorities Presentations and punctuation of the most adequate and feasible projects and policies. Each facilitator introduces the ideas and reports the votes (3 Bangalore strategic projects, 3 innovative policies) Presentation and explanations of the Theme Groups priorities and solutions (15 minutes per Theme Group, in total 45 minutes) Closing remarks
