Current Disposal Reporting System • Haulers must report jurisdiction-of-origin on all loads delivered during quarterly survey week (minimum state requirement) • Facilities submit quarterly summary reports to host agency/County • Host agency/County reports quarterly to the Board and to all affected jurisdictions • Jurisdictions use disposal data to calculate diversion rates in annual reports to the Board

Disposal Reporting Unit at CIWMB • Statewide Disposal Reporting System (DRS) - Review quarterly reports & coordinate with county/agency staff - Enter and verify data input - Analyze data • Site Surveys - Conduct unannounced site visits at permitted facilities during quarterly survey week to verify whether facility is asking for jurisdiction-of-origin information - Follow-up activities to promote asking origin questions

  4. Disposal Reporting Unit at CIWMB (Continued) • Special Investigations - ADC investigations (with Permitting & Enforcement Division staff) - Jurisdiction-of-origin investigations are conducted on an as-needed basis. • Coordinate with BOE - BOE audits review total tonnages reported

Historical Information • Jurisdictions began to raise concerns to Solano County and to the Board regarding data • June 2002 – Solano County submitted 2001 Disposal Reporting Data • Solano County staff investigated, identified problems with Potrero Hills LF data and worked on revising the 2001 disposal reporting data • Sept 2002 – Board staff met with Solano County and Potrero Hills Landfill staff and clarified DRS requirements.

Historical Information (Continued) • March 2003 – Solano County submitted revised 2001 Disposal Reporting Data Reports but did not resolve all errors • March 2003 – Board staff visited Solano County and Potrero Hills Landfill and attempted to resolve discrepancies. Some issues were resolved but not all

Issues with Potrero Hills Landfill 2001 Disposal Data • Tonnage for some jurisdictions was unusually high - For example, a large amount of unidentified waste was “host assigned” to Solano Unincorporated • Tonnage for some jurisdictions was unusually low - For example, Fort Bragg was not assigned any tonnage since all waste from cities and Mendocino Unincorporated was assigned to Mendocino and Sonoma Regional Agency

Issues with Potrero Hills Landfill 2001 Disposal Data (Continued) • Incomplete data by jurisdiction - Tonnage from transfer stations was not allocated to jurisdictions - Some transfer station names not listed in the Board’s “Solid Waste Information System” - Tonnage from regional hauler without any jurisdiction allocation data - Districts listed as jurisdiction of origin

Issues with Potrero Hills Landfill 2001 Disposal Data (Continued) • Large turnover in landfill staff and lack of training for new staff • Very large amount of Board staff time spent contacting and discussing issues with County, landfill, & jurisdictions • Potential impact on 2001 diversion rate calculations for jurisdictions disposing at Potrero Hills

  10. Alameda Amador Contra Costa Marin Mendocino Monterey Napa Nevada Placer Sacramento San Francisco San Mateo Santa Clara Solano Sonoma Yolo Counties with Jurisdictions that disposed at Potrero Hills LF in 2001

Current Status • Some errors have been resolved - we know there are more that need resolution • More time is required to examine Potrero Hills Landfill records and work with operator and sources (haulers and transfer stations) to get accurate data • Jurisdictions notified of issue via e-mail & will be included in Board staff’s preliminary review of 2001 Annual Report • Same type of issues with 2002 DRS data for Potrero Hills Landfill

Future Steps • Continue to work with Solano County and Potrero Hills Landfill staff to resolve discrepancies • Draft DRS Regulation Revisions include - Additional training requirements - Increased access to records for jurisdiction-of-origin verification purposes - Use of hauler dispatch/billing data to determine jurisdiction of origin.
