OFFICE OF LABOR RELATIONS • For Summer 2008, principals must hire all retention rights holders in their building for their summer program. We want to give principals’ choice and the ability to hire their own teachers, while creating accountability for performance of teachers in summer programs. • Supervisors need to evaluate and rate teachers in summer programs appropriately. Breaking retention rights is oftenas simple as one U rated observation. Teachers not performing (U rated) shouldn’t continue to retain retention rights.
OFFICE OF LABOR RELATIONS • Schools that want to reduce the number of instructional hours of their summer program must offer employees other work (e.g. curriculum development, PD, etc) so that they can work up to the number of hours listed on the central posting. This applies to employees with retention rights only.
Summer School Selection Tool Overview The selection tool will allow principals to staff their summer school programs and extend offers to people of their choice from the available pool of applicants within the guidelines of the contract There will be three phases in the selection process. Applicants with retention rights must be offered positions first. • Phase 1: Principals can select only retention rights staff from their own school • Phase 2: Principals can select only retention rights staff from their district • Phase 3: Principals can select all applicants from across the city • DHR will determine when it is appropriate to open the release of each phase This pool may include teachers in excess and on leave
Summer School Selection Tool Overview • Candidates have applied through the Summer School Instructional Program Application System. Approximately 16,000 have applied; 2700 of these individuals have retention rights. • The deadline date for timely applications was close of business, May 19, 2008. Applications submitted after May 19, 2008 are considered late. • The number of positions will be determined by the Principals.
Selection Process Once an offer is extended, applicants automatically receive an email directing them to accept or reject the offer in the system. Once the acceptance or rejection is entered the principal can see the status in the system. The person selected can contact the school to determine where to report for their summer school assignment If no response is received within five business days, the system will automatically withdraw the offer and the status will be registered in the system. The Summer School Selection Tool helps you identify candidates that are eligible to receive offers.
Summer School Selection Tool Support • The HR Partners in the ISCs (The CFN Operations Team for the Children First Network) will serve as support to the Principals for problems with the selection tool. Their role will be to assist with: • Retention Rights corrections • Advise of appropriate selection within contractual guidelines • To escalate and resolve other problems • NOTE: Login issues should be forwarded to the SSIP Support Team at summerjobs@schools.nyc.gov • This link will be displayed by the system if you do not have access • Charles Peeples, HR Director, will serve as a Liaison to the ISC HR Partners and CFN
Accessing the System • System will go live on Wednesday, May 28, 2008 • System will remain open until all summer school selections have been made • Where can you access the system? • Principals’ Portal: http://intranet.nycboe.net/DOEPortal/Principals • Who has access to the system? • Principals, HR Deputies (Dir. Bus. Services for CFN) and HR Partners are given access by default. APs and School Business Managers will be given access by principal request only
In The Works…… Family Assistants, School Aides, and IEP Paras will not be viewable by Principals in the selection tool. Offers will be extended for these titles by HR Staff in the ISCs. A new position for “Guidance Counselors – Elementary School” will be added to the system shortly
Secretaries for Summer School • How will secretaries be hired and assigned to a summer school site? • Each summer school building will receive a separate allocation to fund one secretary per open summer school building. Buildings that decided to open by self-funding will not receive this additional allocation. This secretary will be responsible to provide payroll support to all programs held in the building. • All principals conducting summer school within a building should collaborate on the selection of this secretary. The secretary’s name, file number, and his/her summer school payroll location should be forwarded to their ISC Officer to receive funding. Specific instructions will appear in next week’s Principals’ Weekly. • Principals may opt to hire additional secretaries to support their summer school program, with the understanding that additional funding will be provided for only one secretary per building.
No Shows and Ratings • No Shows • The system will remain open throughout the summer so employees that have accepted offers but do not report for summer school can be recorded • Ratings • Summer school employees should be observed and rated appropriately. A copy of the rating form should be given to the employee, the ISC HR Partner, and one copy should be kept in your school
