A Public Meeting about Community Websites (Portals) in Wollongong Hosted by the Decision Systems Laboratory (DSL), University Of Wollongong
Agenda • Introduction to new Community Domains • Presentation by Dept of Fair Trading • Process for setting up the Wollongong domain name • Where do we go from there
New domain names for communities • In Australia, web addresses like uow.edu.au are managed by the Australian Domain Name Authority auDA. • Domain names reflect the websites purpose
New domain names for communities • The Federal government recently asked auDA to set up 8 new second level domain names, one for each state and territory e.g. .nsw.au • Within these domains auDA has set up a domain name for every city and suburb e.g. wollongong.nsw.au thirroul.nsw.au • These domain names are reserved purely for communities and cannot be licensed by local government, businesses or other entities
Domain name management • Community Domain Names were defined for each location listed under the Geographical Names Act based on their formal geographical boundaries • Other definitions were deemed unsuitable: • Postcodes – often too small an area • LGAs – boundaries change too often • Regions – no agreed definitions
Domain name management • Domain policy generally is overseen by the National Reference Group (NRG) • The new community domain policy is being develop and tested by the NSW Office of Information and Communication Technolgy (OICT). • The program is called One City, One Site (OCOS) • DSL are assisting OCOS by conducting a test of the new community domain policy in Wollongong
“One City – One Site” Pilot Program • Sponsored by AuDA and the NSW Office of Information and Communication Technology (OICT) • Only three test cases • Wollongong • Bathurst • Ballarat • Outcomes - help any Australian community / region by: • Establishing the procedures needed to register their domain • Establishing the resources, requirements, and guidelines to develop, maintain and market their site
Purpose of new community domain names • Websites like wollongong.nsw.au would: • Be the official community website • Provide content and functions determined by the community • Be an easily remembered, single point of access to all Wollongong-oriented sites • For “in-community” users • Useful and quick links and functions • For “out-of-community” users • Snapshot of the City of Wollongong • Easily found by search engines – high visibility
Possible Content and Functions • Links to all Wollongong-oriented and regional sites • Subscription services • Forums • Incorporate other applications • Business Directory • Webcam • Community Directory • Ideas from existing sites ? • Does not duplicate what other Wollongong sites do • Open discussion
Registering a community domain name I • Applicants may only licence a domain name that is listed in the registry database • So you can’t register illawarra.nsw.au • To licence a community domain name, you must: • Be a legally registered not-for-profit entity • Represent the local community • Only use the domain name to operate a community website • Not be an individual person or entity
Registering a community domain name II • A domain name licence lasts for 2 years • To renew it, you must still meet the criteria • The legal entity (the committee) can register several domain names IF they meet the requirements for each location • So, the people at this meeting could form a legal entity and register community domain names for several suburbs, so long as someone lived or worked in each suburb • Do we want to register multiple domain names ? • Open discussion
Forming a legal entity • Introducing the Department of Fair Trading
Possible roles of sub-committees • To Establish and Sustain Usage • Publicity • Site sponsorship • Funding • Gradual website development and continual improvements • Open discussion
