The economy’s impact on local governments in South Carolina Between 2008 and 2012: Net change in general fund budgets: Municipalities = 1.16%; Counties = 1.33% Over the same four year period, the seasonally adjusted Consumer Price Index increased 7.21%.
More on the economy…. • 70% of local governments transferred funds from enterprise funds to the general fund • Average transfer was about 7% of the general fund, and as high as 30% of the general fund
