Project Overview • Biosolids = treated sewage sludge (EPA coined term in 1995) • Capture nutrients from land application of biosolids • 72% of population’s wastewater goes to POTW (1996 EPA estimates) • Expected to be 88% by 2016 • Half of septage ends up at POTW
Applications and Trends • Preliminary estimates of proportion of nutrient load in watershed 1-3% N, 5-8% P (VA 2002) • Nationwide – ~40% of biosolids applied to farmland (.1% of available ag land – USDA 1997) • ~20% composted • 20% incinerated, 17% land filled, 3% land reclamation (EPA)
Regulations • CWA 1972 Section 405 • CWA Part 403, 1978 – pretreatment to prevent intro of pollutants • Largely responsible for improvements in quality • Part 257 1979 • CWA Part 503, 1987, promulgated 1993 • Minimum requirements for land application • Trace elements, pathogens, vector attraction, N agronomic rate • State regs at least as stringent • Ocean Dumping Ban Act of 1988
