Eligibility Requirements • Recruiter • Palm Coast Citizen or Palm Coast Business Owner • NOT City Manager, or on City Council • Consensus? – Compensated for Economic Development Not Eligible • Must Pre-Apply for Program • Must Apply Every Year for Rewards • Business • Employ a minimum of 5 Full Time Employees • Consensus? –Number of Employees and Ownership Interest • Must Establish a Palm Coast Commercial or Industrial Location • NOT a Home Based Business • Must be a Primary Employer • Consensus? – Or QTI, Different Reward Level for Non-Primary • Must be a Relocating, Expanding, or New Business • Must have been in Similar Business for at least 3 years • Consensus? – Keep or Delete Requirement Proposed Program Guidelines

Reward Levels • Option A- $500/Job Created/Retained, Total Max $10k • Consensus? – Two CC’s Preferred with Alternative Payment Schedule for Non-Primary Employers • $Option B – Flat Fee with Business Incentives • Consensus - No Preference for this Option • Option C – Flat Fee of $500 • Consensus? - Two CC’s Preferred with changes to payment schedule and increase of amount to $1,000. • Section 7. Approval • Staff to Bring Applications to City Council for Review and Approval • Consensus? – City Staff Approval • First-Come, First Serve Basis, Limited to Funding Availability Proposed Program Guidelines
