Agency Practice Section 216.3475, F.S. 216.3475 Maximum rate of payment for services funded under General Appropriations Act or awarded on a noncompetitive basis.--A person or entity that is designated by the General Appropriations Act, or that is awarded funding on a noncompetitive basis, to provide services for which funds are appropriated by that act may not receive a rate of payment in excess of the competitive prevailing rate for those services unless expressly authorized in the General Appropriations Act.

Agency Practice CFO Memorandum #5 (2004-2005) • Section 273.055(3), Florida Statutes, sets forth the requirements for disposing of state-owned tangible personal property that has been certified as surplus. We have determined that the sale of surplus property by utilizing eBay’s electronic auction venue is consistent with the legislative intent behind Chapter 273 and is in the best interest of the state. Furthermore, the state purchasing card may be used to pay eBay’s listing fee.
