ITU-T’s role in facilitating e-services reinhard.scholl@itu.int Deputy to the Director Telecommunication Standardization Bureau International Telecommunication Union www.itu.int/ITU-T
Outline • Staying competitive: ITU-T’s dramatic changes to respond to market needs • ITU-T’s contribution to e-services • ITU-T’s future activities on e-services UNCTAD-UNECE: ICT & E-Commerce Strategies for Development, 20-21 Oct 03
1. Staying competitive: ITU-T’s dramatic changes to respond to market needs UNCTAD-UNECE: ICT & E-Commerce Strategies for Development, 20-21 Oct 03
Structure of ITU = Int’l Telecommunication Union • UN Organization • 3 Sectors: • ITU-D: aid to developing countries • ITU-R: radio spectrum & satellite slot allocations • ITU-T: standardization • Product: Recommendations (= Standards) UNCTAD-UNECE: ICT & E-Commerce Strategies for Development, 20-21 Oct 03
How does ITU-T Develop Recommendations? • Consensus of • Sector Members (= private industry) & • Member States (= Governments) • Work typically driven by private industry • Open (for members), transparent, bottoms-up process • Sensitive to national sovereignty: will only cover matters not considered to be national UNCTAD-UNECE: ICT & E-Commerce Strategies for Development, 20-21 Oct 03
Competition in ICT $tandardization • Standardization has become a MARKET because of • Liberalization of telecom industry • Internet • Market laws rule: demand and supply • About 500 fora and standards organizations … • … compete & cooperate • A shakeout will reduce their number, but … • … new technologies will bring new fora • Market pressure forced, and continues to force, ITU-T to adapt in order to stay competitive UNCTAD-UNECE: ICT & E-Commerce Strategies for Development, 20-21 Oct 03
ITU-T’s “Speedy Gonzales”Approval Procedure • Old days: • Before 1988 4 years • 1997-2000 9 months • Today: • NEW: Alternative Approval Process via email (except regulatory Recommendations) • 95% of all Recommendations use AAP • Average approval time: 9 weeks (arguably one of the fastest approval procedures in the market) UNCTAD-UNECE: ICT & E-Commerce Strategies for Development, 20-21 Oct 03
ITU-T’s Speedy Publication Procedure • Old days: • 2-4 years • Today: • Recommendations available on web a couple of days after approval! (so-called pre-published version) • Published Recs: 3-9 months UNCTAD-UNECE: ICT & E-Commerce Strategies for Development, 20-21 Oct 03
ITU-T’s Easy Online Accessfor Recommendations • Old days: • Paper • Today: • Website, CD-ROM, Paper • Free online access since Jan. 2001 • one free access/member; • 3 free downloads for public UNCTAD-UNECE: ICT & E-Commerce Strategies for Development, 20-21 Oct 03
ITU-T Fosters Cooperation • MoUs, e.g. • IEC, ISO, ITU and UN/ECE on e-business, March 2000 • See: www.itu.int/ITU-T/e-business/mou/index.html • 2nd Informal Forum Summit, 24&25 July 03, San Francisco • “IETF & ITU-T Collaboration Guidelines”: updated Aug 2002 UNCTAD-UNECE: ICT & E-Commerce Strategies for Development, 20-21 Oct 03
Strengths of ITU-T • Unique partnership of industry & government • Truly global • Consensus decisions guarantee wide acceptance • Fast procedures • Brand name • IPR Policy • World-class meeting facilities • Excellent Secretariat staff UNCTAD-UNECE: ICT & E-Commerce Strategies for Development, 20-21 Oct 03
2. ITU-T’s contribution to e-services: • Security: X.509 certificates • Transfer Syntax: ASN.1 • Exploration of “e-services” through workshops UNCTAD-UNECE: ICT & E-Commerce Strategies for Development, 20-21 Oct 03
Security - A Fundamental Shift is Happening • Computers & networks are becoming a utility (like water, electricity, gas, telephone) • Business and personal life are more and more dependent on computers • Prerequisite: adequate security. • [9/11 terrorist attack confirmed the already existing trend of emphasizing security] UNCTAD-UNECE: ICT & E-Commerce Strategies for Development, 20-21 Oct 03
Secret Key Encryption Plain text Plain text encrypt message with decrypt message with secret key same secret key cipher text • Both parties share a single, secret key • Problem: exchanging keys in complete secrecy is difficult • Best-known example: DES (Data Encryption Standard) UNCTAD-UNECE: ICT & E-Commerce Strategies for Development, 20-21 Oct 03
Public Key Encryption Plain text Plain text encrypt message with decrypt message with public (!) key of receiver (!) private key of receiver cipher text • Each participant has • A private key that is shared with no one else, plus • A public key known to everyone • Problem: slower than Secret Key Encryption • Best-known example: RSA UNCTAD-UNECE: ICT & E-Commerce Strategies for Development, 20-21 Oct 03
Public Key Infrastructure • How do we know that Alice’s public key really belongs to Alice? • Answer: PKI • Through PKI, we know that a public key belongs to a given user • Public key is given to the world encapsulated in an X.509 certificate • Trusted “Certificate Authorities (= CA)” sign certificates. • Main task of PKI is to issue and manage public key certificates UNCTAD-UNECE: ICT & E-Commerce Strategies for Development, 20-21 Oct 03
Transfer Syntax (ASN.1) • How could e-commerce messages be encoded at the physical (bit) level? • ASN.1: • provides very efficient encoding methods • attracts increasing interest UNCTAD-UNECE: ICT & E-Commerce Strategies for Development, 20-21 Oct 03

(July 03) • End-to-end Quality of Service (Oct 03) • Telecommunications and the Automotive Industry, 24-25 Nov 03 • All-Star Network Access Workshop, March 04 (date to be confirmed) UNCTAD-UNECE: ICT & E-Commerce Strategies for Development, 20-21 Oct 03
3. ITU-T’s future activities on e-services UNCTAD-UNECE: ICT & E-Commerce Strategies for Development, 20-21 Oct 03
ITU-T on e-services • Currently ITU-T Study Group restructuring ongoing: • Standardization work in applications and e-services will be among top priorities • Likewise, security • Continue work in IEC/ISO/UN-ECE/ITU MoU • Increase cooperation with UN-ECE UNCTAD-UNECE: ICT & E-Commerce Strategies for Development, 20-21 Oct 03
