Goals • Exploratory Study • Feasibility of data linkage • Utility for system planning and analysis
Key Questions Among persons served in the public mental health system… • What is the frequency and severity of criminal involvement ? • What are the MH treatment patterns before and after arrest?
Procedure • Link Data • Public Mental Health System (Medi-Cal) 1993 to 2001 • DOJ criminal history 1991 to 2001 • Los Angeles Only
Public Mental Health Data • Types of MH services received, treated diagnosis, severity, demographics • DOJ • Type and dates for offense, disposition, re-offending • Compare timing of MH service use and DOJ contact
Treatment Patterns before and after Arrest • Many not receiving MH treatment prior to arrest • 28% received service 1 month prior to arrest • 47% received service 6 months prior to arrest • Virtually no difference in the chance of receiving any service before vs. after arrest • More likely to receive inpatient or crisis service after arrest • Not more likely to receive outpatient services
Limitations • e.g., only treatment funded by Medi-Cal, limited information on co-occurring substance abuse • Successful pilot • General Patterns • System Planning tool
