Future Vision Plan • In 2010, District 5160 became a Pilot District. • Under the Rotary Future Vision Plan, the Humanitarian Grants structure was changed. • Two types of Grants are funded through the Rotary Foundation – District Grants and Global Grants. • Global Grants are large, usually international projects with budget > $15,000. • In District 5160, Neal Bordenave (Chico Club) is Global Grants Chair.
District Grants • District Grants usually fund local projects, but also can be used for smaller international projects. • DGs can support humanitarian and service projects, scholarships and vocational training teams, as well as international travel for project planning and direct service. • DGs are administered by the District Foundation Team, headed by Foundation Chair Candy Pierce.
How are DGs Funded? • DGs are funded by the Rotary Foundation with an allocation from the District Designated Fund (DDF). • The district requests a single grant annually for DGs, which can total up to 50% of its annual giving. • The funds are then disbursed to the clubs on the basis of proposals that are submitted to the grant committee. • The committee consists of Candy Pierce, Guy Greco, DG Karl Diekman, Dean Labadie, and myself.
Criteria for District Grants • To receive a grant, clubs must be: • Qualified (all participating Clubs in the District) • Each year, President-elect must sign an MOU • Up to date on project reporting • Projects must be: • New • Humanitarian in nature • Responsive to a community need • Consistent with the guidelines laid out in the Future Vision Plan Terms and Conditions.
Restrictions • Grants cannot be used to fund: • PROJECTS ALREADY IN PROGRESS OR COMPLETED • Purchase of land or buildings • New construction of an occupied building (repairs are OK) • Fundraising • Operating costs of another organization • Cash donations to another organization • Others specified in the Terms & Conditions • Please read the T&Cs (see District Web site)
International Projects • Small (< $15,000) international projects can be funded with District Grants. • Partner Clubs do not have to be in a pilot district • Partner Clubs must be up to date with the Rotary Foundation • Be sure that the project meets the Foundation’s criteria • Be sure that your partner understands the schedule for availability of funds • Projects can involve non-Rotary organizations and non-Rotary countries (Viet Nam)
Schedule for 2011-2012 • 2011 Club MOU must be submitted by March 31 • Grant applications are due on May 1, 2011 • Applicants will be notified by August, 2011 • Funds will be disbursed to the Clubs late in 2011 • Rotary Foundation will not release the funds until all reports are completed for 2009-2010 • In past, funds were not disbursed until May. • This year, we are trying to get funds out earlier. • In general, projects should be completed within 12 months of receipt of funds.
How to Apply • Applications are due by May 1, 2011. • Application forms are on the District Web site. • Send completed application to me at the address shown on the form. • Applications can be sent by e-mail, fax or US mail – • Digital form is preferred. • Application must be signed by the Club President and two other Rotarians, with contact information. • I’ll review proposals and contact you with any questions.
Contents of the Application • Identify the club(s) submitting the proposal. • Describe the project, its location and its objectives. • Describe benefit to community and to those in need. • Describe “hands-on” participation by Rotarians. • Describe your plan to publicize the project. • Identify other participating organizations. • Indicate the duration of the project. • Identify who is responsible for the project.
Financial Details • Provide a detailed budget for the complete project. • Indicate all sources of funds for the project. • Include letters of commitment if you have them. • Include details of expenditures – how will money be spent? • Be specific. This is where people get into trouble. • If you have questions about your proposal, send me a draft in advance • Start planning now.
Proposal Reviews • Proposals will be reviewed by the District Grant Committee. • We may ask you for clarification or more information. • Proposal reviews will be completed by end of June. • We plan to be able to disburse checks to the winning clubs by August, conditional on receiving complete reports from all clubs funded in 2009-2010.
Criteria for DSG • Most projects will request $2,000 - $5,000 in DG funds. Up to $15,000 is allowed. • Additional funds from other sources is highly recommended. • Preference will be given for: • Projects jointly submitted by multiple clubs • Projects including participation by Rotaract or Interact clubs • Projects with public relations potential • Clubs that have not previously won a DSG award • Clubs that have met district annual per capita giving goal
Detailed Reports are Required • A quarterly progress report must be sent to District DSG Chair. • A detailed report is due twelve months after receipt of funds or within two months after completion of the project. • Please keep all receipts and provide complete details of all income and expenditures. We recommend setting up a separate bank account for the project. • Retain copies of all reports and receipts for three years after completion of project. Keep copies of Bank Statements . • Please report promptly any publicity events, with copies of publications, videos, etc. where possible. • Failure to provide complete reports on time will jeopardize future funding for the District and for your club.
