  3. 4. HUGE CATCHMENT AREA • AREA 1,7 million km2; • 14 COUNTRIES; • POPULATION 80 million; • WATER INFLOW 650 km3/year (74 000 000 m3/h); • NITROGEN FLOW 73 000 t/year; • PHOSPORUS FLOW 50 000 t/year;

OIL IN THE BALTIC • THERE ARE ~ 40 OIL TERMINALS IN THE BALTIC; • THE NUMBER OF OIL TERMINALS GROWING; • THE NUMBER OF TANKER MOORS EXCEEDS 14 000 times per year; • WAS TRANSPORTED OVER 150 MILLION TONS OF OIL per year; • TRANSPORTATION OF OIL GROWING EVERY YEAR; • DURING 2000 – 2001 HAPPEN 119 SHIP ACIDENTS (9 OF THEM WITH OIL SPILS); • DURING 2000 – 2001 INTO THE BALTIC LEAKED OVER 2756,41 m3 OF OIL; • BIGEST OIL SPILL 2500 m3 (March 29, 2001 “Baltic Carrier” Kadetrenden, Denmark);

  6. HANDLED QUANTITY OF OILS IN HARBOURS IN THE BALTIC SEA AREA 1997 (TOTAL 144 MILLION TONS)

  7. Problem description • Number of oil companies started development of environmentally, economically and socially controversial projects of offshore oil extraction in the Baltic Sea coastal zone (Kaliningrad region, Poland and Lithuania) without consideration of cross-border environmental impacts and without public involvement in the recent time.

  8. OIL EXTRACTION IN THE BALTIC • DECOMMISSIONED PLATFORM IN GERMANY; • UNDER EXPLOIRATION OIL DEPOSIT IN POLAND; • PLANNED TO EXPLOIRE OIL DEPOSIT IN KALININGRAD REGION D-6; • PLANNED OIL EXTRACTION IN SWEEDEN CLOSE TO GOTLAND;

Problems on Russian-Lithuanian border Russian biggest oil company LUKOIL plans to start offshore oil extraction near Lithuania’s and Russia's (Kaliningrad region) Curonian Spit National Park, a UNESCO World Heritage site. The oil deposit D6 to be exploited, situated 22,5 km from the coast in the Kaliningrad region, 6 km to the Lithuanian-Russian border on the Baltic Sea shelf.

OIL DEPOSIT D - 6 • OIL DEPOSIT D-6 explored in 1983; • 1983 DURING THE TESTING BIG OIL SPILL HAPPENED; • 1984 ISSUED THE LICENSE FOR EXPLOIRATION; • 1986 STOPED DUE TO PUBLIC PROTESTS; • 1999 COMPANY “KALININGRADMORNEFT” BOUGHT BY COMPANY “LUKOIL”; • 2000 RENEWED PLANS TO EXTRACT THE OIL; • 2001 ENVIRONMENTAL IMPACT ASSESMENT PRESENTED; • 2002 APROVED SUCCESSION OF THE LICENSE; • 2002 STARTED CONSTRUCTION ON SHORE;

  12. Poland Poland have started similar offshore oil exploitation project in another oil deposit B3 during last decade of 20th century. These projects are marking new development of offshore oil extraction with cross-border impacts on environment in the region.

  13. Poland (Petrobaltic company) and Russia (LUKOIL) are pioneering and leading countries in this new development. Lithuania is starting similar activities in the Curonian Lagoon which have border with Kaliningrad region as well.

  14. Dangers and problems • Environmental, economic and social loses of local people could be considerably higher then potential income from the development of oil industry. • Many risks were not taken into account when considering these plans.

  15. Lack of public involvement • Public was not involved into decision-making about these controversial projects and plans. • There are lack of independent information and public awareness about negative aspects concerning offshore oil extraction and influence on sustainable development

  16. NGO opinion Environmental NGOs in the Baltic region are warning that there is a high danger of environmental pollution, accidental oil spills and other negative impacts during the exploitation of the D-6 project and potential new offshore oil projects.

  17. Goals • Promotion of negotiation and initiation of process of moratorium on offshore oil drilling in the Baltic Sea Region coastal zone through public publication.

  18. Protection of Curonian Spit National (CSNP) park as UNESCO World Heritage site from controversial and environmentally dangerous D6 project of oil exploration in the Baltic Sea coastal zone.

  19. Objectives • To protect environmental quality of the Baltic Sea marine environment and coastal zone from negative impact of oil extraction. • To keep preconditions for the development of sustainable economy in the Baltic Sea coastal zone.

  20. To involve public into decision-making process on issues of oil extraction in the coastal zone of Baltic Sea. • To promote international cooperation on environmental, social and economic issues of offshore oil extraction in the region of Baltic Sea.

  21. Follow up • Work on offshore oil extraction is part of the CCB Work programme 2004 • It is part of CCB Action Plan 2005-2006 under priority activitites ”Prevention of installations and transports harmful to the Baltic Sea environment and coastal areas”
