  2. History • October 2, 1965 President Johnson signs the Water Quality Act, preventing water pollution by requiring states to establish and enforce water quality standards for interstate waterways.

  3. Authorization of Act Under the 1965 Act, States were directed to develop water quality standards establishing water quality goals for interstate waters. By the early 1970's, all the States had adopted such water quality standards. Since then, States have revised their standards to reflect new scientific information, the impact on water quality of economic development and the results of water quality controls.

  4. Enforcement • Created the first water standards, however these standards were not effective and were not enforced. • The law also required states to establish minimum water quality standards for portions of inter-state waters lying within their borders.

  5. Funding • Provided funds for wastewater treatment demonstration projects at the municipal level.
