KSF- Update : What is the RCN doing to support members? Gary Kirwan Employment Relations Adviser, member of the NHS KSF Group January 2009
RCN- KSF activities • Jan 2008 KSF Guide for 3rd year Nursing Students produced • Event held at Congress and 2 workshops for students around KSF. • 4 Workshops held with Skills for Health on taking KSF and competencies to the members, England, Scotland and Wales • 2 KSF workshops held in Belfast- to re-introduce KSF back onto the agenda, very well received.
Activities Continued • Led in the re-vamping of KSF training materials with a view to delivering a variety of KSF training around the country. • Met with NMC to discuss the Re-validation link to KSF • Taking part in staff side exploration and scoping of KSF and re-validation before it goes to pilot, see later slides, ensuring our concerns are not lost!
Activities • Have established links with e-ksf and RCN Learning zone and am taking the lead in trying to create one-stop shop’ • Have lead on a series of meetings between e-ksf, RCN learning zone and other professional bodies to further this work • What we want is the ability to take evidence gathered in the RCN learning zone across to KSF for members PDR onto the e-ksf • Regular updates sent to RCN Ksf leads group on national issues and monitoring data • Planning to write guidance document for members outside the NHS on appraisals.
RCN Learning Zone & e-portfolio • Competencies • Learning and development resources • E-portfolio • CPD • PDP • Log evidence against KSF • Produce reports. • Upload clips
Revalidation of non-medical health professionals TRUST, ASSURANCE AND SAFETY THE REGULATION OF HEALTH PROFESSIONALS IN THE 21ST CENTURY (S 2.34) ‘Within the English NHS, information gathered under the Knowledge and Skills Framework should be used as far as possible as the basis of revalidation with any additional requirements justified by risk analysis’. Secretary of State for Health, February 2007
Revalidation- • Is a mechanism to periodically ensure that health professionals are fit to remain on the register • Individuals will be judged against their ability to work to the standards expected in contemporary healthcare
Objectives Identify extent to which KSF can be used as generic standards across professions Explore the benefits, issues and feasibility of using KSF / appraisal in revalidation with: Regulators NHS organisations Non-NHS organisations Staffside organisations Representatives of patients and the public Report on the outcomes, benefits and challenges
Staffside inputs • Purpose of the NHS KSF • facilitate the development of services so that they better meet the needs of users and the public through investing in the development of all members of staff • support the effective learning and development of individuals and teams • support the development of individuals in the post in which they are employed so that they can be effective at work • promote equality for and diversity of all staff - with every member of staff using the same framework, having the same opportunities for learning and development open to them and having the same structured approach to learning, development and review
Recommendations- supported by Staff side Further work needs to be done to strengthen the whole of the regulatory environment ie organisational / service regulation / quality as well of individuals Evidence from KSF / appraisal a useful source of evidence but not the sole source
Learning Reps and their role in delivering KSF • Minister ,DH and the NHS Social Partnership Forum support Learning Reps being engaged in KSF • “There should be an on-going commitment to support union learning representatives and to deliver the KSF through partnership working with local staff sides” • Reps point members in the right direction regards Learning and Development
