Kentucky REAL ID Pilot REAL ID REQUIREMENTS • For states to achieve full compliance, § 37.13 (b) (3) of the final rule requires that states use EVVE or some other electronic system to verify birth certificates whenever such records are available • Goal of the act is for DMVs to verify the birth information with the holder of the data (VRAs) before issuing a DL/ID
Kentucky REAL ID Pilot Pilot Grant • KY was awarded $3M pilot grant in December 2006. The purpose of the grant is to prepare for the nationwide deployment of birth record verification • KY working with EVVE and EVVER on birth records verification, and to develop a compliance plan for KY and other states to use
Kentucky REAL ID Pilot Making Birth Records Accessible to DMVs • VRAs must make birth data electronically available • Driver licensing agencies must have a way to query the electronic birth records
Kentucky REAL ID Pilot VRA Data Available via EVVE • Automate birth records back to 1935 • Establish a central database of records within the jurisdiction • Perform data cleanup and quality improvements to legacy birth records • Standardize birth records in EVVE-compliant format • Match birth and death records to mark deceased, both intra-jurisdictional and inter-jurisdictional
Kentucky REAL ID Pilot Making Birth Records Accessible • Connecting to EVVE will require states to clean up data and make quality improvements to legacy data • To date, only eleven states are connected to EVVE • KY VRA internal testing in Nov. 2007 and production in February 2008
Kentucky REAL ID Pilot Best Practices • Kentucky is developing EVVE best practices and operational procedures to assist VRAs Due late summer 2008 • Working on a document with NAPHSIS to link birth and death data • Working with DoS and NAPHSIS EVVE hub to facilitate verification of consular reports of birth abroad
Kentucky REAL ID Pilot Driver License Agencies Access to Birth Records • Driver License agencies have established an electronic system for accessing data available via EVVE. That system is known as Electronic Verification of Vital Events Records (EVVER) • EVVER is an AAMVA developed and operated system • EVVE works in concert with EVVER to provide driver’s license jurisdictions with the ability to interface with EVVE
Kentucky REAL ID Pilot States Utilizing EVVER • Currently, three states (Iowa, North and South Dakota) have made the information systems changes necessary to access EVVE via EVVER • However, none of the states in the program currently are using the data to make licensing decisions
Kentucky REAL ID Pilot Accessing VRA Data via EVVER • Modify legacy driver license system to interface with EVVER • Integrate responses from EVVER into their driver license issuance process • The big question is “What will DMVs do with this information”?
Kentucky REAL ID Pilot Supplemental Grant $4M • Applied for grant in December 2007 • DHS/FEMA announced to states that KY had the grant in February 2008 • KY still waiting on the grant award
Kentucky REAL ID Pilot Objectives of Supplemental Grant • Connect all state VRAs to EVVE • Fund a state VRA clean up tool to help states identify data issues • Modify EVVE to make it NEIM XML compliant
Kentucky REAL ID Pilot Create a more Robust EVVE • Modify the EVVE system to incorporate necessary functionality enhancements and to accommodate the expected volume of electronic traffic • Name to query • Batch processing
Kentucky REAL ID Pilot Funding for EVVE Connection • Post EVVE Connection Services on NAPHSIS web site • VRAs Apply to Kentucky • No money exchanged with states • States can obtain a server for EVVE • No Legacy Systems upgrades
