The pacific scandal was an agreement that was misled and made into something that was unexpected. Sir John A MacDonald vowed to have a trans-continental railway completed in 10 years, by 1881. Due to other scandal issues and Sir John A MacDonald not being able to build a railroad in the time given, certain circumstances were risen upon him.
