Program Desk Review • The Program Desk Review Process … in the best interest of our students • Tiered over six years • Tier 1 includes elements 1 to 3 • Tier 2 includes elements 4 to 11 (excluding element 6) • TFM and Notification • Desk Review Process and Checklist • Legal Criteria • Educational Stability Monitoring Submission Form

Timeline • Notification • Sent by your reviewer • Questions and technical assistance should be raised with your reviewer • Documentation Due • June 7th, 2019 • Desk Review • When and what you can expect to hear from DESE • August 9th, 2019 • Desk Review Summary Form • Implemented, Additional Documentation Requested, Site Visit Requested or Corrective Action

Element 1 • Element 1 Designated Staff • Appropriate documentation • Name and position of designated staff for each subgroup • Homeless liaison • Foster care point of contact (POC) • Not required for military connected students • DESE profile pages should match what is submitted. • Estimate of time spent (hours/week or month, or range of hours/week)

  9. Element 2a - Training • 2a – Training for liaison and point of contact (POC) • Appropriate documentation • Date, title of training, who offered the training • Agenda • Registration confirmation • PPT (DESE PPT – cover page only) • Convert to PDF

  10. Element 2b - Training • 2b – Training for district staff • Appropriate documentation • Audience (administrators, social workers, guidance, enrollment staff, …) • Sign-in sheets • Agenda • Content • PPT used, • title of books or articles used, • name of speakers/resources

  12. Element 3a - Policies and Procedures 3a. Policies • Must be in compliance with ESSA and school committee approved (date) • Homeless policy – definition, remove awaiting foster care, designated receiving schools, preschool, summer programming, immediate enrollment and transportation to the end of the year in which a student becomes housed • Foster care – Definition, best interest determination, school of origin, immediate enrollment, ensuring transportation • Military connected students- Definition, acknowledges MIC3, provides families with options to self-identify, enrolls and accepts previous school work, transfer records upon request to receiving schools ensure on time graduation

Element 3b & 3c – Policies and Procedures Additional policies, procedures, and forms • 3b reviews related policies and forms that may create barriers to enrollment • 3c reviews procedures that impact immediate enrollment. • What is DESE looking for? • Acknowledgement in policies and on forms that students who are homeless or in foster care may enroll without documentation. • That the time between registration and actual attendance is minimal. • Students connected to the military are promptly enrolled and appropriately placed based on work at their previous school. • Opportunity for voluntary self-identification of military connection

  16. Program Desk Review – Next Steps: Site Visit • If a site visit is necessary it will be scheduled the week of the district’s TFM visit or on a date negotiated with you. • If issues remain unresolved we will provide you with a corrective action form.
