23. ข้อผูกพันการเปิดเสรีการค้าบริการข้อผูกพันการเปิดเสรีการค้าบริการ ->ภายในปี 2558 เปิดเสรีการค้าบริการเพิ่มเติมจาก 65 สาขาย่อย เป็น 128 สาขาย่อย 12 สาขาใหญ่ โดยการยกเลิกอุปสรรคในการให้บริการทุกรูปแบบและเปิดให้นักลงทุนอาเซียนถือหุ้นได้อย่างน้อยร้อยละ 70 สาขาบริการ 12 สาขาใหญ่ ได้แก่ บริการธุรกิจ บริการทางการศึกษา บริการสุขภาพ บริการขนส่ง บริการด้านนันทนาการ บริการก่อสร้างและวิศวกรรม บริการสื่อสาร บริการสิ่งแวดล้อม บริการด้านการท่องเที่ยว บริการทางการเงิน บริการจัดจำหน่าย และบริการอื่นๆ
