I. Background • Urgent need for IDNs, fast development of ccTLDs in none-English speaking countries and regions • Mature system and abundant technical forces • Supports from governments
Advantages of IDN • IDN makes the Internet more friendly; • More achievement in applications of Email, FTP, etc.; • The most effective way to popularize the use of the Internet in non-English speaking communities. • A need for respecting and guaranteeing the culture and special interests of people in different regions.
Urgent Need for IDNs • Over 64.8% of the global Internet users are not English speakers (http://glreach.com/globstats/) • These countries and regions build up over 66% of the world economy • About 90% of the Internet users prefer to access the content in their native languages. • China now has over 100 million Internet users
Growth of ccTLDs • Many non-English speaking countries and regions accelerated the growing speed of their ccTLDs; • Users long for localizing their own names
Mature System and Abundant Technical Force • Mature IDN solutions exist • (2003 ~ 2004) IETF RFC3490, RFC3491, RFC3492, RFC3454, RFC3743; • IDN solutions are stable, feasible and no harm to DNS • Experienced engineers are ready • Experiments had proved that it is the right time to initiate internationalized ccTLD names (technique/market) • If we do not strike the hot iron • Potential IDN users with exigent needs may choose other uncertain solutions; • Threaten the consolidation of the Internet standards and the operational stability of the Internet
Supports from Governments • Governments of many non-English speaking countries and regions are aware of the importance and necessity of IDN in application. • With sufficient negotiation with local governments, most ccTLD registries may get official supports when submit the proposal to ICANN.
II. Principles • Give the priority to internationalizing ccTLDs • For convenience’s sake, only one form of language character variant of internationalized ccTLD is accepted; • Supported by their own governments, ccTLD registries make self choice of the IDN character sets for ccTLDs; • Clearly state the necessity, pros and cons for implementing internationalized ccTLDs in each proposal that submitted to ICANN; • Register and operate the Internationalized ccTLDs in the root DNS server in the form of IDNA Punycode.
III Suggestions • Suggest ICANN to form an evaluation committee on internationalized ccTLDs, • Control the Sponsor’s Qualification • Ask for Government’s Approval • Draft the Test Bed Evaluation Report
Mission 1 Control the Sponsor’s Qualification • The proposal shall be submitted by corresponding ccTLD registry or government accredited institution which meets the following criteria: • The country/region it serves has certain market needs; • Possessing abundant technical force in staff, equipment and operation; • Having broad support from the local government and internet community; • Possessing abundant financial resources.
Mission 2Ask for Government’s Approval • The proposal shall be fully supported by the corresponding government. • The committee shall require the sponsor to provide the approval documentaries issued by the government.

Other Concerns • The committee shall be composed of representatives from gNSO and ccNSO, experienced DNS engineers, even directors of ICANN board, if possible. • The whole procedure shall be transparent and open for public inputs.
