Objective: The establishment of scientifically based EU-wide harmonized test and rating protocols that will provide consumers with clear and understandable information about dynamic performance and usability of “universally” approved child restraints Finally it is the intention to develop a Euro NCAP-style body after two years
WHY ? • EU Directive 2000/30 on compulsory seat belt wearing/child seat use requires all children under twelve years of age and /or less than 135 cm tall to be installed in an appropriate CRS as a condition that the child be carried in a car • Having four different consumer tests in the EU, testing and rating identical CRS differently, is very confusing for consumers
WHY ? • Field studies show that many CRS are fitted incorrectly in cars • There is often mismatch between car and universally approved CRS • Developing CRS in isolation is undesirable • Unrestrained children incur a 7-fold risk for serious and fatal injuries compared to CRS protected children
Participants: Governments of UK, Netherlands, Germany and Catalonia ICRT (consumer Unions), GDV (German Insurers), Automobile clubs ADAC, ÖAMTC and the FIA Foundation

Start and Duration: Official start of the programme: 1 January 2004 Duration: 2 YEARS
New protocol will: • address in depth usability • provide information to consumers to ensure that mis-fitting is minimized • will require the absolute necessary better co-operation between CRS and CAR manufacturers
Costs & Subventions The programme costs: 2.2 million € • EU Commission for Transport & Energy has allocated 600,000 € Subventions • FIA Foundation has allocated 100,000 € Participants contribute 1.5 million €
Research programme • Comprises 37 sub-topics in 6 main groups - usability & misuse - durability - dynamic testing (front, side and rear) - rating scheme - protocols - internet website & database
Research programme • Almost all sub-topics involve several consortium members • Each sub-topic has a Task Leader • Interchange of relevant data with “CHILD” and EEVC WG 18 • Development of NPACS Internet site • (start for participants 22 Sept. 04)
FINAL RESULT: Development of a Euro NCAP- style body Publication of results in club magazines of ICRT clubs (consumer unions) and FIA clubs (automobile clubs) Better match car – universal approved CRS Less confusion to consumers
