University of Hawai’i at Manoa Brief Chronology • March 1999 - Comprehensive Educational Effectiveness Review – gain accreditation until 2010 • March 2003 – Special Visit reaffirming accreditation until 2010, with a 2009 Preparatory review as the next visit • July 2004 – WASC Special Visit to UH System results in cancellation of the UHM 2005 Progress Report and a Manoa Special Visit for November 2005 • November 7-9, 2005 - Special Visit to address WASC Commission letters of 2004 and WASC Special visit report of 2003
University of Hawai’i at Manoa What’s Involved? • The entire institution must be aware of the special visit and its purpose. • We need to prepare a special report focusing on the issues raised in the WASC letters. • Individuals from relevant parts of the institution must be involved in writing the report and hosting the three day special visit. • Leadership and faculty should review the special report. • Maintain a current website on WASC issues.
University of Hawai’i at Manoa Issues in the 2003 Report • Planning – align strategic plan to current priorities of system plan, move it towards action steps, align plan with budget • Leadership and Governance – Build Manoa administrative team, define roles of UH System and UHM, let UHM control internal appointments, define role of medical school • Financial Management – clarify resource allocation from system to UHM and internal allocation in Manoa, create transparent and timely budget process with understood principles and budget alignment to strategic goals, form internal budget committee • Educational Effectiveness and Assessment – embed assessment into campus culture and review process, assess general education outcomes
University of Hawai’i at Manoa Issues in the 2004 Letter “The UH Manoa campus is currently unable either to enact the organizational plans of the Chancellor nor to resolve second level problems emerging from the system reorganization. This hamstrings UH Manoa’s ability to manage its affairs.” “the team reports that serious issues have emerged regarding the relationship between the campus and both the office of the President over lines of authority and staffing issues, and with the Board of Regents over organization and staffing requests.” “the campus may, itself, no longer be meeting Commission expectations under the Standards of Accreditation….”
University of Hawai’i at Manoa Progress to Date – Leadership and Governance • Reorganization of the Manoa Chancellor’s Office to create functional units to respond to campus needs. • Formalization of shared governance through recognition of “consultation” in the reorganization proposal, including Faculty Senate, Manoa Leadership Team, ASUH and GSO. • End of hiring freeze in Chancellor’s office. • Delegation of managerial hires back to UH System President. • Ongoing discussions with UH System on UHM/System organization and roles. • Chancellor’s administrative team nearly complete.
University of Hawai’i at Manoa Financial Management and Resource Allocation • Manoa Budget Advisory Group wrote recommendations for budget allocation and transparency • Transparent biennium budget process with results posted on the web • Budgeting justifications around strategic planning priorities • Continued evolution of budgeting and allocation process through the system budget planning sessions
University of Hawai’i at Manoa Assessment • Assessment of student learning outcomes built into regular program review • Assessment workshop held for Council on Program Reviews in Spring 2004 • General Education assessments planned for diversification and foundation requirements • Evolving plans to build in departmental and university wide assessment • Ongoing consultation and support for assessment through OVCAA and funding support for campus wide assessment through OVCAA
University of Hawai’i at Manoa Strategic Planning • Significant progress has been made in many of the planning initiatives. • We need your help in identifying where we have made progress in departmental and unit planning • We need to prioritize planning initiatives and continue to move forward. • Another Town meeting focusing on strategic planning priorities and action steps will be held in the spring.
