JA@UTopia Problems: • 2 bosses with conflicting interests (dean and institute director) • Financial evaluation is placed above doing good research • The allocation model is not transparent • Position of TT unclear • Scientific merits are not always valued, old rights/good lobbying often works • Support organization suboptimal, centralization does not work for everything • Enormous amounts of committees
JA@UTopia Ideal organization : • One chief to deal with (either dean or director) • Research institutes are important • Flat organization • TT is on equal footing with the tenured staff (like in American system) • TT is scientifically and financially independent • Overhead/management should be reduced (also for the new education system)
JA@UTOPIA Allocation: • Ideally salary and lab facilities are covered by university based on scientific quality indicator • PhD students and postdoc expenses are financed by projects (flexibility in full cost model-transparency). • Long term stability of policy to provide stability for research groups • Declaration of hours for committee work
