The Changing Global Context Factors Impeding Progress • Policies with focus on temporary solutions rather than permanent ones; addressing symptoms rather than permanent causes • Poor governance and lack of accountability, responsibility and transparency • Terrorism, violence especially against women and underprivileged sections of the society and law & order in society at large • No global consensus on critical issues which are impacting the world, eg WTO, climate change, etc. • Backlash of globalisation • Increasing inequitability • Lack of availability and accessibility to resources (oil, energy, etc) • Lack of viable framework for cooperation and collaboration for supporting development

The Changing Global Context Changes since Millennium Declaration in 2000 Growing aspirations of people, wanting to participate in the process of change and voicing dissent Industry emerging as an important player in development and increased expectation from businesses beyond profit Growing concern on environment and importance of clean and renewable energy Changing aid dynamics. Decrease in aid from rich nations and changing policy environment related to aid in emerging economies Growing south-south cooperation and emergence of new markets Newer technologies, ease of communication and social networking Changing lifestyle leading to health challenges

The National Context Factors affecting development in India • Poor governance, lack of accountability, responsibility & transparency, lack of consensus • Exclusion and lack of access to opportunities for socially and economically disadvantaged groups • Lack of accessible and affordable social (health, education, etc) and physical infrastructure (roads, power, energy, water transport, etc) • Lack of quality education to meet emerging employment needs leading to skills gap • Issues related to women, children, aged and physically challenged persons • Rural underdevelopment, lack of backward and forward linkages especially in agriculture sector Contd. . .

Contd … Changes since Millennium Declaration in 2000 in India • Implementation of well articulated development programs related to: • universalizing primary education (RTE) • fighting disease through vaccination (Polio vaccination) • promoting economic inclusion through employment generation (Mahatma Gandhi National Rural Employment Guarantee Act). • targeting subsidies to those who need them; Aadhar and Direct transfers • Changing mindset due to increasing urbanisation • Population management, demographic dividends, issues relating to ageing population and youth and their aspirations. • Emerging issues and concerns related to water

Development in India Vision for National Development • Increasing Economic Growth which is inclusive by combining value addition in farm & off-farm to create robust value chains and strengthening small and medium scale enterprises • Balanced development of rural and urban which is sustainable • A society that is tolerant and respects diversity • Equal opportunity for women, PwDs and marginalized sections of the society • A society with high literacy, affordable and accessible healthcare, sound social security, community solidarity, conservation and preservation of natural resources and accountability for actions. • Empowering the demographic dividends by skilling and up-skilling, aligning education and vocational training to create an employable pool of human capital • Timely & effective justice for all (social & legal) • Better management of natural disasters to enhance preparedness reduce response downtime

Post -2015 Development Goals • Reduce the number of people below poverty by 15-20% every year to ensure progressive and inclusive growth • Reduce unemployment by at least 15-20% annually in a progressive manner to ensure unemployment rate is not more than 5% • Promote and universalize quality education that enhances capabilities, employability and simultaneously focuses on promoting values related to morality, civility, sanitation, mutual respect and work ethics • Ensure geographically, financially accessible and socially acceptable quality health care for all • Ensure availability of reasonable, accessible, sustainable and responsible infrastructure for all • Ensure clean, affordable and accessible energy for all

Post -2015 Development Goals Ensure sustainable use of resources with respect to conservation and preservation of natural resources All people irrespective of economic, social & physical ability and sexual orientation have access to resources and are respected Ensure equal opportunity, dignity and a life free of violence and intimidation for women Ensure Effective, efficient, transparent and responsible governance Establish integrated disaster management systems and ensure disaster preparedness for all Protect and safeguard different forms of socio-economic systems and cultural heritage Establish viable and time bound management model to pursue universal development agenda
