CURRENT SITUATION • Statistical surveys - the only data source for the production of business statistics • Since 2000 – common approach to the statistical enterprise system in the area of market activities = harmonised definitions: = harmonised data processing methods • in all branch statistics industry, construction, trade and market services • in short-term as well as in structural yearly surveys Statistics - Investment in the future Prague, 14-15 September 2009

CURRENT SITUATION • Advantages • comparability in time • comparability among statistical domains • common statistical control system  precondition of data quality • timeliness – important criterion namely in STS • Disadvantages • high burden on respondent enterprises ! DATA PRODUCTION SYSTEM  NEED FOR OPTIMISATION PROCESS Main effort:  Integration of administrative data into statistical data production system focusing mainly on small businesses Administrative data sources (ADS): Annual income tax declaration including attachments: profit-loss inquiry, balance sheet Statistics - Investment in the future Prague, 14-15 September 2009

DATA PRODUCTION SYSTEM FIRST STAGE: Activities aiming in the improvement of yearly enterprise survey for small entrepreneurs Coverage – all market non-financial economic activities Use of ADS for the purposes of non-response imputation • direct calculation using particular algorithms • ratios calculated from statistical survey  Statistics - Investment in the future Prague, 14-15 September 2009

  7. DATA PRODUCTION SYSTEM  Use of improved yearly data for the estimation of short- term indicators FINAL RESULT Lessening of the burden on respondents  Substitution of 12 monthly forms by estimation procedure Statistics - Investment in the future Prague, 14-15 September 2009

DATA PRODUCTION SYSTEM NEXT STAGE: Analysis of variables relations in statistical survey aiming in the estimation of variables missing in ADS Estimation model Change in frequency of regular yearly statistical survey • yearly data source: ADS • statistical survey in 3 or 5-year frequency FINAL RESULT • Reduction of cost in SO SR • Lessening of the burden on respondents mainly in services and trade Statistics - Investment in the future Prague, 14-15 September 2009

NEW MEASURES STS variables in services = requirements of STS Regulation 1165/98 in terms of later amendments and implementing measures Coverage: non-financial market services EU needs: 2 quarterly variables: turnover and number of employees National needs: monthly turnover, number of employees wages , quarterly hours worked Statistics - Investment in the future Prague, 14-15 September 2009

  10. NEW MEASURES Services activities: In the responsibility of several separate units Business statistics section • Transport incl. ICT • Retail and wholesale trade incl. HORECA • Selected market activities incl. tourism National accounts section: • Output prices in services  STS variables are compiled separately for particular economic activity in line with unit responsibility Statistics - Investment in the future Prague, 14-15 September 2009

NEW MEASURES Need to obtain the overall picture of development in the area of market services  Aim: to compile index of services production (ISP) analysis of available data at 4-digit level: turnover and relevant price indices Laspeyres index based on: • deflated turnover values • weighting system: value added share Statistics - Investment in the future Prague, 14-15 September 2009

QUALITY EVALUATION Activities already done: • Quality evaluation of PEEI (Principal European Economic Indicators) in the frame of STS – special questionnaires: 1 variable per year • STS grant projects 2004: quality reports on turnover data in trade and services On-going activity: • Experimental quality evaluation in 2009 in co-operation with research institute Infostat  Statistics - Investment in the future Prague, 14-15 September 2009

QUALITY EVALUATION Focused on monthly statistical surveys in trade and services for September 2008 • Exhaustive part – enterprises with 20 and more employees or with turnover higher than 100 mil. SKK • Sample – small enterprises and small entrepreneurs with less than 20 employees or with turnover lower than 100 mil. SKK Variables: turnover and number of employees Quality indicators: coefficient of variation • Non-response rate – unweighted • Item non-response rate • Imputation rate • Overcoverage • Missclassification Statistics - Investment in the future Prague, 14-15 September 2009

QUALITY EVALUATION Aim of this exercise: • To implement regular quality evaluation of short-term indicators in trade and services • To improve data quality mainly in the area of small entrepreneurs • Problems with high non-response rate, overcoverage and missclassification Statistics - Investment in the future Prague, 14-15 September 2009

CONCLUSION Growing importance of services sector Need for: • quality data comparable in time and among relevant statistical domains • new measures to better understand the development of services sector Challenge: To modernise the statistical production system using of ADS and new compilation methods with regard to the higher data quality and lower burden on respondents and NSI Statistics - Investment in the future Prague, 14-15 September 2009
