Rom. 10:13 This statement has a universal application In includes Jews, Gentiles, and all races There is no separate plan of salvation for different races, countries, political standings etc.
Acts 10:34-35 Then Peter opened his mouth, and said, Of a truth I perceive that God is no respecter of persons: But in every nation he that feareth him, and worketh righteousness, is accepted with him.
Rom. 3:23 For all have sinned, and come short of the glory of God;

I. The calling is not prayer Ps. 66:18 “If I regard iniquity in my heart, the Lord will not hear me”
Mt. 7:21-23 Not every one that saith unto me, Lord, Lord, shall enter into the kingdom of heaven; but he that doeth the will of my Father which is in heaven. Many will say to me in that day, Lord, Lord, have we not prophesied in thy name?
and in thy name have cast out devils? and in thy name done many wonderful works? And then will I profess unto them, I never knew you: depart from me, ye that work iniquity.
II. It is explained in Rom. 10:13-17 For whosoever shall call upon the name of the Lord shall be saved. How then shall they call on him in whom they have not believed? and how shall they believe in him of whom they have not heard? and how shall they hear without a preacher?
[15] And how shall they preach, except they be sent? as it is written, How beautiful are the feet of them that preach the gospel of peace, and bring glad tidings of good things!
[16] But they have not all obeyed the gospel. For Esaiassaith, Lord, who hath believed our report? [17] So then faith cometh by hearing, and hearing by the word of God.
Call – believe – hear – preaching Reverse the order Preaching – hear – believe – call
Rom. 10:13,16 “Calling on the name of the Lord” and “obeying the gospel” mean the same thing – they are interchangeable
III. It is explained in Acts 2:22-36 Apostles preached – the audience heard the message – many believed – they asked how to call (what they must do in order to be saved)
Acts 2:21 “And it shall come to pass, that whosoever shall call on the name of the Lord shall be saved.”

Calling on the name of the Lord (v. 21) to be saved demanded and required repentance and baptism in the name of Jesus Christ for the remission of sins

IV. Saul of Tarsus Saul was convinced that Jesus of Nazareth was the Messiah He fasted and prayed for 3 days But he remained unsaved until he obeyed the gospel

The statement simply means to obey the gospel Acts 6:7 “And the word of God increased; and the number of the disciples multiplied in Jerusalem greatly; and a great company of the priests were obedient to the faith”
Mk. 16:15-16 And he said unto them, Go ye into all the world, and preach the gospel to every creature. He that believeth and is baptized shall be saved; but he that believeth not shall be damned.
