Operational Emergencies Major unplanned or abnormal events or conditions that • Involve or affect DOE/NNSA facilities and activities by causing, or having the potential to cause, serious health and safety or environmental impacts • Require resources from outside the immediate/affected area or local event scene to supplement the initial response • Require time-urgent notifications to initiate response activities at locations beyond the event scene
Operational EmergencyBase Program Goals Purposes are to • Provide the framework for response to serious events involving health and safety, the environment, safeguards, and security • Achieve effective integration of emergency planning and preparedness requirements into an emergency management program that provides capabilities for an all-emergencyresponse, through • Communication • Coordination • Use of resources
Hazards Survey A hazards survey (HS) • Provides analysis of facility features and processes (not required to analyze) • Identifies the generic emergency event and conditions (e.g., earthquakes, tornados, wildland fires) involving or affecting the health and safety of people, the environment, and the facility • Identifies the impact of the emergency • Identifies the hazardous materials (i.e., radiological, chemical, or biological) for further analysis • Screening may result in further analysis of hazardous materials in an Emergency Planning Hazards Assessment (EPHA)
Emergency Planning Hazards Survey Results If hazards are present in quantities less than the specific threshold screening quantities, the Operational Emergency Base Program defines the emergency management program
