4. © Dunlap International, Inc. 4 WHY RULES OF ORIGIN? Main goal of NAFTA is to eliminate tariffs & create a free trade area (not a common market) between Mexico, Canada and USA.
Prevent other countries from using Mexico as a “pass through” to US/Canadian markets. No free lunch, but cost of new opportunities is more paperwork.
5. © Dunlap International, Inc. 5 Tariff Phaseout NAFTA eliminates tariffs on most goods originating in Canada, Mexico, and the United States over a maximum transition of 15 years. The 4 tier schedule for elimination of tariffs:
1) Immediate (1/1/94) 9000 products became duty free
2) 5 Year (1/1/1998) - computers, software, paper, …
3) 10 Year (1/1/2004) - Leather, glassware, building material...
4) 15 Year (1/1/2008) - agricultural products, ...

It is possible for goods to not originate in Canada, Mexico, or USA per NAFTA, yet still be considered an article of Canada, Mexico, or USA for country of origin marking, statistical, or other purposes.
