Corps’ National Flood Risk Management Program Vision: To lead collaborative, comprehensive and sustainable national flood risk management to improve public safety and reduce flood damages to our country. Mission: To integrate and synchronize the ongoing, diverse flood risk management projects, programs and authorities of the US Army Corps of Engineers with counterpart projects, programs and authorities of FEMA, other Federal agencies, state organizations and regional and local agencies.
Program Goals: • Provide current and accurate floodplain information to the public and decision-makers • Identify and assess flood hazards posed by aging flood damage reduction infrastructure • Improve public awareness and comprehension of flood hazards and risk • Integrate flood damage and flood hazard reduction programs across local, state, and Federal agencies • Improve capabilities to collaboratively deliver and sustain flood damage reduction and flood hazard mitigation services to the nation
NFMRP Website: http://www.nfrmp.us • Established by Corps in 2007 as “face” of NFRMP • Goals of website revision: • Better link flood risk management within Corps • Better reflect Corps’ role in larger national realm • Provide common view on flood risk management • Audiences: • Flood risk management professionals across governments and sectors • USACE staff • Public
Listening Sessions held to obtain: • Feedback on website content and functionality • Recommendations for improving design Sought input from: • Corps internal • Non-federal external • Other federal agencies • Silver Jackets state agencies • Redesign advisory group
What we heard the website should do: • Answer the question, “What can the Corps do to help me?” • Clearly define the program and its role relative to other federal and Corps Programs and Mission areas (e.g., Dam Safety, Levee Safety, Planning) • Provide links to other federal agencies and programs (including within the Corps), not duplicating content
Silver Jackets website: • Not everyone is aware that the website is available to all teams, or how to post information • A webpage is available to each state, regardless of charter or activities • A website template is available • Teams can email their content to IWR contractor to be posted (cc Silver Jackets coordinator) • Some considering compiling what’s available and presenting in one location • Some teams are considering social media use
Silver Jackets website, we heard: • Desire for improved facilitation; ability to: • Scan other teams’ activities • Find success stories • Find examples of leveraging funding sources • Desire for improved accessibility, e.g.: • Guidelines for establishing a new team • Examples of funding arrangements
USACE Website Migration: • Corps websites moving to new templates (Army Directive) • Templates provide common Corps “look and feel” • Limited exceptions
NFRMP Redesign will provide: • Clear identification of Flood Risk Management Program (“National” removed) as a Corps program with Headquarters director • Partial Migration • NFMRP site will migrate, retain www.nfrmp.us URL but redirect to a usace.army.milURL • Silver Jackets site will not migrate; seeking www.silverjackets.us URL • Common main menu, header, menu, and footer • Improved search function and linkages

Next Steps: • Complete content development (ongoing) • Implement through Institute for Water Resources on www.nfrmp.us(autumn) as interim step • Migrate non-Silver Jackets portions to Corps templates on Headquarters-specified timeline (likely winter) • Monitor and maintain the site
