Policy makers betting on ICT  Public policies more and more directed at thee-inclusion concept Riga Declaration: ICT/Internet as apersonal development, active citizenship, social inclusion and employability tool  Big number of organizations,both public and private, all over Europeworking through telecentres or telecentres networks, heterogeneous in their management and structure but with an homogeneous element: the fight against the digital gap. e-Facilitators(in all their different models/concepts) are thepromoters of disadvantaged citizens participating in telecentres’ activitiesand through this, being empowered in ICT use. Investing in these key actors training and recognitionis essential to achieve a successful implementation of ICT in the whole society

  5. Our proposal (at European level) To develop an innovative solution of certifiable Vocational Trainingfor e-facilitators adaptable to the different given contexts, by: 1. Designing a capacitating program addressed to e-facilitators which could be certifiable, focused on developing key digital competences of final users at (risk of) social exclusion to empower them into the information and knowledge society. 2. Building a learning supporting environment, based on Web 2.0. (planning, blogs, wikis, etc.) and the didactics focused on the final user. 3. Testing, evaluating and promoting its launch in both, associated NGOs and other ones: exploitation strategy. This idea became a project …

The Education, Audiovisual and Culture Executive Agency (EACEA) is responsible for the management of certain parts of the EU's programmes in the fields of education, culture and audiovisual It operates under supervision from its three parent Directorates-General of the EC:- Education and Culture (DG EAC) - Communication (DG COMM) - EuropeAid Development and Cooperation (DG DEVCO) Lifelong learning programme The LLP supports learning opportunities from childhood to old age in every single life situation through different programmes as Leonardo da Vinci, which is the frame of our VET4e-I project, being it a multilateral one - Running from November 2009 – Ending at December 2011-

  7. 9 steps for developing VET4i-e • Analyze and evaluate the current situation • Design a common curricular itinerary to promote exchange and labor mobility • Implement a virtualplatform for the piloting • Design and implement 15 training modules • Organize and train a virtual tutors team • Develop a pilot cycle including 10 training modules • Organize a quality control model • Guarantee communication and public presence • Design a scalability and future sustainability plan

  8. 1 • Context analysis • Online survey to 256 e-facilitators from Spain, Bulgaria, France and Italy • Big heterogeneity of telecentres • Different e-facilitator profile depending on the country and type of centre • Big differences in the e-facilitator role recognition • E-facilitator labor option not included in some countries’ vocational training plans • Real and demanded need of a training itinerary to recognize and dignify this profession, and which helps to its standardization process, improving e-facilitators labor mobility. Spanish profile: 73,9% from rural environments 74% are women 59,4% has a university degree age average 35 years old

  9. 2 Designing a curricular itinerary • To design a common curricular itinerary, basing on it the whole latter training process. • This itinerary is built over the prior step results • Telecentres Academy in Spain is also inspiring this curriculum itinerary (we will come back to this in the 2nd part of the presentation: how)

  10. 3 Virtual Platform • To support the pilot phase, an e-learning training environment has been built • Why this system? • Because of its simplicity and compatibility • Because it is free-software-based technology • To take advantage of Fundación ESPLAI’s experience and already developed resources http://www.efacilitator.eu/moodle/

  11. 4 Training modules A developers team is created and structured for the building and implementation of these 15 training 10 of them tested in a pilot phase

  12. 5 Virtual tutors • Team composition (18 people) • Fundación ESPLAI coordinates the process with 2 people • Each other country names 1 person (as a referent) • Each country provides 3 tutors, selected from a shared profile (12 tutors in total) • 2 phases training • 2 days “face to face” training in Barcelona • 3 months distante learning (online) + communication / monitoring /support all along the modules adaptation process

  13. 6 Piloting • 4 countries of the Consortium will participate in this 6th step • SPAIN • Planning a digital literacy workshop • Online procedures for bureaucratic issues- Facilitating access to eServices • ITALY • Facilitating ICT learning for elderly in your online center • Facilitating ICT learning for migrants in your online centre • FRANCE • Facilitating job seeking in the online center • Digital Video and Photographyworkshop in your online centre BULGARIA • Resources to support facilitation task in online centre • Managing projects and funds - The other 2 modules are piloted jointly -

  14. 7 Quality control • Two fundamental factors are defined in this step: • The translocalization – Training modules adaptation process, from the ones firstly created and tested by Fundación ESPLAI, to the concrete cultural and social context of every country, locating contents, documentation and multimedia resources equivalent to the original ones. The final feedback to Spain enrich the whole process and the own module. • The transculturization - The meeting, mixing and creation of new cultures as a result of the prior process (translocalization), starting from the translation and contextualization of both, contents and methods.

  15. 8 Communication and public appearance • Make sure training proposal is known by the involved countries’ e-facilitators • Keep working towards a better knowledge of the e-facilitator role in e-inclusion tasks • Dissemination actions • Public access Web and e-learning platform • Newsletter and press reports • Presence in social networks • Participation in events • Flyers and publications

  16. 9 Scalability and sustainability • Future challenges: • Consolidation and widening of the partnership involving new actors/organizations • The Academy concept – analyzing the feasibility of the future structure following the model developed by ESPLAI • Involving Telecentre Europe and other telecentres’ networks • Achieving (in Spain) the official recognition of the e-facilitator profesional category/qualification and the profile of ICT dinamizator
