Powers Given to Congress • Providing for Defense – establish and maintain army and navy. • 1973 – War Powers Resolution – limits president’s ability to send troops into combat without congressional approval

Powers Given to Congress • Unlisted powers come from the “necessary and proper” clause of the Constitution (known as the “elastic clause”) • Nonlegislative powers – conduct investigations, gather information, and find out how executive branch is enforcing laws
