Juridical basement: EEA ETC/BD EEIC • For ECDDA-National is EIONET NFP agreement • For Natura 2000 are directives • For Inspire will also be directive level • For ECDDA there exists memorandum of cooperation between EEA, UNEP-WCMC and Council of Europe
ECDDA is currently: EEA ETC/BD EEIC • Containing data mainly on sites with national designations • No clearly understandable linkage exists between ECDDA-National and Natura 2000 database at site level • ECDDA-International designations data is almost missing, at least as one dataset • Digital boundaries dataflow is there only for ECDDA-National sites (not for ECDDA Int) • Digital boundaries dataflow exists also separately for Natura 2000 sites
ECDDA-National is technically currently: EEA ETC/BD EEIC • Database, having two large linked products: • Tabular data in MS Access contains three tables: • sites (contains some admin. and minimum spatial data) • designations (contains categorisation as linkage with Natura 2000 database and juridical data, but not per site) • habitats (contains minimum of habitat data, no spatial) • Digital boundaries as shape files with minimum attribute data as site code for linkage with tabular data.
Databases and outcomes: EEA ETC/BD EEIC • ECDDA – site and designation based • Natura 2000 – site based • WDPA – site based • Main outcomes are indicators and assessments that feed on site based data • No analysis have done yet on a basis of designations
Problems and needs: EEA ETC/BD EEIC • Data on national designations in ECDDA-National and Natura 2000 database is not automatically controlled and justified, can be different today • Difficult to analyse currently protected area per country if digital boundaries are not completely there both for national designations, international designations and Natura 2000 • Even if spatial data is there it is currently not inter-linkable
Database of sites EEA ETC/BD EEIC • Data per core entity – site – can be: • Unique, once appearing administrative data for whole site • ID (non-renewable) • Non-unique, but once appearing and renewable administrative data for whole site • Official name • Official size • Establishment date • Central (or other type) of coordinates • Ownership (of site) • Authority (for site) • Legal document • Boundaries

Database of designations EEA ETC/BD EEIC • Data per core entity – designation – can be: • Unique, once appearing administrative data per designation • ID (non-renewable) • Non-unique, but once appearing and renewable administrative data per designation • Official name • Legal document and article it is basing on • Date when it has been published • Official journal it is published • Authority responsible

Technical possibilities for database keeping both site and designation data: EEA ETC/BD EEIC • Geodatabase • Spatial datafiles with designation data in attribute table • Tabular database linked to digital boundary files • Everything online
Questions: EEA ETC/BD EEIC • What option is giving us faster and more user-friendly result: • Keep data site based and add field that is marking designation? • Fulfil and harmonize existing databases and set up inter-linkage between them through a unique coding system?
