8D Study Questions of Interest to Aviation • 110-1/8 Interference to the aeronautical mobile satellite (R) service • 217/8 Interference to the radionavigation satellite service in the ICAO global navigation satellite system • 233/8 Technical and operational characteristics for packet network transmission in mobile satellite services • 236/8 Characteristics and operational requirements of radionavigation-satellite service (space-to-Earth, space-to-space, Earth-to-space) systems
8D WRC-07 Agenda Items of Interest to Aviation • AI1.6 (part) ... to study current satellite frequency allocations, that will support the modernization of civil aviation telecommunication systems, taking into account Resolution 415 (WRC-03) • Topic of separate briefing • AI1.17 to consider the results of ITU-R studies on compatibility between the fixed-satellite service and other services around 1.4 GHz, in accordance with Resolution 745 (WRC-03) • Just need to monitor as needed to ensure protection of aeronautical systems
Other Issues (1 of 4): AMS(R)S: Priority and real-time pre-emption • Driven by migration to generic MSS allocations • AMS(R)S spectrum requirements given priority (5.357A) • Preliminary Draft New Report being developed • Titled “Determination of feasibility and practicality of prioritization and real-time pre‑emptive access between different networks of MSS in the bands 1 525-1 559 MHz and 1 626.5-1 660.5 MHz “ • Defines terms, Identifies scenarios, Investigates methodologies, and Determines Feasibility • Current draft conclusion: “prioritization and intersystem real-time pre-emption” is not practical and unlikely to be feasible at this time. • Work continues by correspondence, with goal of Draft New Report for next WP8D meeting • Correspondence Group Coordinator: Mr. Yoshio Suzuki (E-mail: suzuki@jransa.or.jp)
Other Issues (2 of 4):Working Document to guide development of PDRRs and PDNRs concerning RNSS characteristics • Intended to guide development of PDRRs and PDNRs concerning RNSS system characteristics • Organizational plan calls for revision of 5 Recommendations and preparation of 2 new Recommendations • Primarily reorganization and addition of new information • Agreed that restructuring/revisions would all be addressed/adopted as a package
Other Issues (3 of 4):Draft revision of Recommendation ITU-R M.1642 • Methodology for determining aggregate effective power flux density (epfd) levels in 1164-1215 MHz band • Protects ARNS systems from new RNSS • Used in RNSS-provider coordination meetings to ensure aggregate limits not exceeded (5.328A, Resolution 609 (WRC-2003)) • Draft revision addresses non-GSO RNSS operating in elliptical orbits
Other Issues (4 of 4): Draft new Report – DME Emissions into RNSS Receivers • Intended to quantify impact of DME emissions into RNSS receivers in 1164-1215 MHz band. • Draft Report sent to Study Group 8 for approval • Draft Report contained outdated information from early compatibility studies (i.e., some assumptions proven to be too pessimistic) • Study Group 8 agreed to send document back to WP8D for revision
Draft WRC-10 Agenda Items of Interest to Aviation (possible 8D attribution) • AI2.3 to consider results of ITU-R studies in accordance with Resolution 222 (WRC-2000) to ensure spectrum availability and protection for the aeronautical mobile-satellite (R) service, and to take appropriate action of this subject, while retaining the generic allocation for the mobile-satellite service; • AI3.1 to review the use of the band 5091-5150 MHz by the fixed satellite service (Earth-to-space) (limited to feeder links of the non-GSO mobile satellite service) in accordance with Resolution 114 (Rev. WRC-03);
