Outline ●To devise and implement European policy on the use of ICT in achieving better energy efficiency ●To support RTD on ICT systems for energy efficiency in particular Smart Grids ● To raise awareness and deploy solutions for energy efficiency in public buildings in particular social housing

  3. Policy (1) • Three 20% targets for 2020 • December 2008: Council and Parliament adopted the Climate and Energy Package that reinforces Europe’s commitment to: • ● A reduction in EU greenhouse gas emissions of at least 20% below 1990 levels • ●20% of EU energy consumption to come from renewable resources • ●A 20% reduction in primary energy use compared with projected levels, to be achieved by improving energy efficiency.

Policy (2) November 2008 - European response to the financial and economic crisis: The Recovery Plan “Investing today for tomorrow’s Europe” On research it launches three Public-Private Partnerships: ● Energy-efficient buildings €1 bn ● Factories of the future € 1.2 bn ● Green Cars € 5 bn On infrastructure: ● Modifies the rules governing the cohesion funds (€ 347 bn for 2007- 2013) to allow support to energy-efficiency in all Member States ● Launches trans-European energy interconnections and broadband infrastructure projects (5b€ for2009 – 2010)

  5. Policy (3) • March 2009: Communication on “Mobilising Information and Communication Technologies to facilitate the transition to an energy-efficient, low-carbon economy”. Major points: • ● The issue of quantification and measurability • ● The enabling role: ICT can reduce energy consumption of buildings in the EU by up to 17% and reduce carbon emissions in transport logistics by up to 27% • ● Smart Metering and Smart Grids • ● Reducing carbon footprints of ICTs

RTD: ICT for a low carbon economy in FP7 Draft WP 2011-12 EeB PPP-ICT-2011.6.4: ICT for energy efficient buildings and spaces of public use ● Building energy management systems integrating diverse energy-efficient subsystems. ● Validation focusing on operation to measure energy savings and recovery of investment. ● Spaces of public use: sports center, university campus, shopping mall. ● to extend the notion of energy efficiency from buildings to large areas including neighborhoods and urban/rural communities. ● 20 M€ ● Expected to be open on July 2010 closing on 02/12/2010

RTD: ICT for a low carbon economy in FP7 Draft WP 2011-12 Objective ICT-2011.6.2: ICT systems for energy efficiency ● Development of components and incorporation of these info: - decision support systems - operational systems ● Validation of the resulting system in real-user conditions. ● To support the “Green Digital Charter”. ● 35 M€ ● Expected to be open on Call 7 (September 2010 - January 2011)

RTD: ICT for a low carbon economy in FP7 Draft WP 2011-12 EeB PPP-ICT-2011.6.5: ICT for energy-positive neighbourhoods ● Management and control. ● Decision support systems. ● Integration and validation. ● Business Models: how to split incentives, engage users, ensure commitment of public authorities ● 30M€. ● Expected to be open on July 2011 closing on December 2011.

RTD: ICT for a low carbon economy in FP7 Draft WP 2011-12 Objective ICT-2011.6.1: Smart Energy Grids ● ICT systems for the management of the electricity distribution networks. ● Control systems, decision support tools, power electronics building blocs, integration with home networks. ● Buildings consensus on industry-driven open standards. ● 30 M€ ● Expected to be open on Call 8 (September 2011)

RTD: ICT for a low carbon economy in FP7 Draft WP 2011-12 Objective ICT-2011.6.3: ICT for water resources management control ● Control and decision support systems. ● data management, real-time demand forecasting. ● Validation in at least two settings including cost benefits evalation ● 15M€. ● Expected to be open on Call 8 (September 2011)

Information Communication Technologies Policy support Programme (ICT PSP) • Fostering energy efficiency & the rational use of energy sources • Promoting new & renewable energy sources & energy diversification • Promoting EE & new energy sources in transport • Better access to finance for SMEs through venture capital investment & loan guarantee instruments • Europe Enterprise Network • Support for eco-innovation ~730 M€ ~2,170 M€ ~730 M€ THE COMPETITIVENESS & INNOVATION FRAMEWORK PROGRAMME 2007-2013

ICT PSP aims specifically at: Stimulating the wider deployment and best use of innovative ICT-based solutions Facilitating the coordination and implementation of actions for developing the information society across the Member States Focus is on areas of public interest: Where ICT-based solutions can bring substantial improvements to quality and efficiency of services To open up and facilitate the development of EU-wide markets for innovative ICT ICT Policy Support Programme under DG Information Society and Media

Avoid Peaks -15% Consumption Spread Shoulders +20%renewable +20% reduction CO2 + 15% peak loadshaving +15% cons. energy saving Theme 1: ICT for a low carbon economy and smart mobility(Low carbon economy -10 M€ /19 M€ in total) Objective 1.1: ICT for energy and water efficiency in social housing (Pilots B, up to9.5 M€ of EU contribution, ~3 to 5 pilots) ● To demonstrate that advanced ICT components and systems* significantly contribute to reducing both waste of energy and water and management of locally generated renewable energy sources, etc. Objective 1.2: ICT for water efficiency (One TN, ~0.5 M€) ● To provide a stakeholders forum for experience sharing and consensus building on the use of ICT for water management *e.g. smart metering, smart lighting, power electronics for integration

Theme 1: ICT for a low carbon economy and smart mobility(Smart mobility - 9 M€ /19 M€ in total) Objective 1.3: Energy efficient co-operative transport management systems (Up to three Pilots B, up to 4 M€ of EU contribution) ● To facilitate the uptake and best use of cooperative mobility services regarding in particular: • Eco-Traffic Management and Control Systems • Eco-Demand and Access Management Systems • Eco-Navigation and Travel Information Systems • Driver Behaviour Change and Eco-driving Objective 1.4: Support to eCall implementation based on 112 (One Pilot A, up to 5 M€ of EU contribution) ● To prepare for the deployment of the necessary infrastructure to realise the pan-European in-vehicle emergency call service “eCall”

  17. Deployment: ICT for a low carbon economy in the CIP Call 4 now open ● opened on 21 January 2010 ● closes on 1 June 2010 at 17:00 Brussels time ● Indicative calendar: • Evaluation: June 2010 • Start of negotiations: September 2010 • Completion of negotiation, signature of grant agreements: December 2010 / early January 2011 ● Funding for type B projects: up to 50% of total eligible cost (direct and indirect)
