Proposal in accepted Zandaam (February 2005): DS8 should not be a separated effort but a joint one, carried out by those who have led the work DS8: the final product! • Whole point of the Design Study: • to find a way to build the SKA which convinces international community and funding agencies • the DS(-T)s are not are ends in themselves • Importance of Ownership of the results • we all have to “own” the final product • we need a scheme which produces that and allows all to contribute • collegiality is very important
DS8: the final product • “The aim is to produce i) an “end-to-end” architectural and functional design for the preferred concept and a costing, paying attention to the civil works required for the array; ii) a study of funding sources and iii) a preliminary project plan.” • “Requires us to pull together the results from the entire work programme and to incorporate technology foresight.” • “The deliverable will take the form of a Square Kilometre Array “White Paper” that will contain a preliminary project plan to be submitted to the International SKA Steering Committee in 2008”. Now have to cohere with international project plan

DS8: the final product • DS8-T1 Overall system design (UMAN):to optimise the station architectural design and in terms of scalability, functionality and to minimise the cost vis-à-vis anticipated technology changes; to produce an “end-to-end” architectural and functional design for the preferred concept. The principal objectives are: 1) to follow the advice of the Design Review Committee (DS7)and to use the outcomes of the technical preparatory work to establish a multi-parameter cost equation and its derivatives for a range of station technologies/architectures 2) to examine the most cost-effective upgrade routes, since SKA’s scientific output will be limited by the processing power available at any given time.
DS8: the final product! • DS8-T2: Preliminary SKA plan (ASTRON):to provide an overview of the plan from design to construction, including a study of funding sources. There are two main products: an organisational plan and an operational plan. Other issues to be considered include: 1) industrial partnerships 2) an IPR plan 3) funding mechanisms 4) links with international SKA effort and possibility of a “hybrid” design involving more than one collector technology. 5) maintenance requirements of the SKA 6) a reliability analysis (assessment of failure modes) of the SKA 7) a risk analysis for the entire plan

DS8: the final product! • Producing the final report: – steps towards this must be organically linked in with overall management and month-month coordination of the DS – it is the culmination of these processes, not a separate entity -- the report to include all the EC requirements e.g. including DS2 results on science scope and technical specification -- form of links between DS-Ts within each DS and between DS not yet crystallized premature to be prescriptive on how the “DS8 team” will work • BUT…… • SKADS is self-sufficient for producing DS8 • SKADS DS8 team must work closely with ISPO

The SKADS Executive Committee • Monitor progress of the SKADS activities against the milestones agreed by the Board. • Receive progress and financial reports of all activities via the SMT. • Receive periodic reports from the Design Study Task leaders. • Act on strategic decisions and recommendations made by the SKADS Board. • Report to the Board on a regular basis on the progress of SKADS and on any strategic issues requiring attention. • Chairman, vice-chairman of Board, the SKADS management team, leaders of the Design Study Tasks
Comments from Dec 20/21 Zandaam Meeting • System-engineering tasks in DS3/DS4/DS5/DS6 all to be coordinated by the Project Engineer • A “system design” team must emerge – from system engineering teams in all other places – linked by the Project Engineer. • In LOFAR: the system architecture role is different from project engineers the coordinating role the DS7 Project Engineer the architecture role the DS8 task • In ALMA there is an “integrated project team” reporting to central management which includes the project engineer who is responsible for all technical work - supported by a lot of system engineers on the various projects.
